    Our child-care regulation inspectors work as a collaborative team monitoring and investigating residential child-care facilities throughout the State of Texas.

    Team members perform facility inspections, conduct investigations in general residential operations, child-placing agencies, and agency homes, provide training to residential child-care providers, and convene inquiry meetings for residential child-care facility applicants.

    Essential Job Functions:


    Monitors general residential operations and child-placing agencies, documents compliance or noncompliance with standards, and notifies providers of required corrective or adverse actions being taken.

    Monitoring includes the timely completion of monitoring inspections; follow-up inspections; waivers and variances requests; fees payments; background checks; controlling persons identification; and permit renewals.

    Ensures their time at the operation is appropriate to the facility type, capacity, and inspection type conducted; evaluates all standards in a two-year period; conducts inspections at the appropriate times of day; identifies and cites deficiencies correctly and addresses risk; takes photos as required and documents those correctly; ensures the documentation is clear and concise; ensures corrections to deficiencies are appropriate to address risk; and provides useful, purposeful technical assistance to assist operations in improving compliance.

    Investigates complaints, incidents, and reports of minimum standards violations in general residential operations and child-placing agencies, and agency homes. Investigations are completed timely according to law, rule, and policy.

    This position must complete investigation initiations and investigation actions timely and accurately within required time frames; and send investigation notifications timely.

    Documentation reflects that investigations are thorough, address risk to children, and are compliant with laws, rules, and minimum standards. In addition, documentation of findings is sufficient to support the investigation decisions. (25%)

    Evaluates new applications for general residential operations and child-placing agencies to issue licenses. Licensing applications and issuances are processed according to Child Care Regulation law, rules, and policy time frames. Decisions to accept application and issue permits are made in accordance with law, rules, and policy. Documentation reflects the acceptance and issuance decisions. (15%)


    Identifies risk and recommending appropriate enforcement actions be taken in accordance with law, rule, and policy, to ensure the health, safety, and well-being of children in residential child-care facilities.

    This position is responsible for processing provider plans of action timely and addressing identified risk; conducting enforcement action inspections timely and evaluating whether the residential child-care facility is complying with the tasks or conditions associated with the action; and ensuring that residential child-care facilities are not caring for children after an adverse action has been taken and the facility poses risk to children.

    Provides training and technical assistance to residential child-care providers on issues related to minimum standards. Attends or presents at provider meetings. Conducts provider trainings that are useful, purposeful, and outcome-oriented, including inquiry sessions for new providers, and minimum standard trainings. Networks and collaborates with providers, stakeholders, and the general public. (10%)

    Responds to emergency complaints of high-risk situations in residential child-care facilities. (5%)

    Performs other duties as assigned and required to maintain unit operations. (5%)


    Knowledge Skills Abilities:
    Knowledge of Texas laws relating to regulation of child-care and child abuse/neglect.

    Skill in effective verbal and written communication.

    Skill in establishing and maintaining effective working relationships.

    Ability to initiate and participate in enforcement of regulations concerning child-care facilities.

    Ability to evaluate facility's operations in relation to agency guidelines for management of child-care facilities.

    Ability to work with diverse groups of people.

    Ability to de-escalate situations with tact and diplomacy.

    Ability to self-start, organize, and manage priorities.

    Ability to operate basic office equipment including camera/AV equipment.

    Ability to travel.

    Registration or Licensure Requirements:

    Valid driver's license Initial Selection Criteria:
    Graduation from an accredited four-year college or university.

    Residential Child Care Licensing Inspector


    III:
    Graduation from an accredited four-year college or university or currently employed as a Child Care Licensing Specialist/Inspector III.

    Residential Child Care Licensing Inspector IV: Employed as a Residential Child Care Licensing Inspector for two years and have the Child Care Licensing Inspection Certification, or

    currently employed as a Residential Child Care Licensing Inspector IV, or

    have previous work experience as a Residential Child Care Licensing Inspector IV.

    Residential Child Care Licensing Inspector V: Employed as a Residential Child Care Licensing Inspector for four years and currently and have the Child Care Licensing Advanced Specialist/Inspector Certification, or

    currently employed as a Child Care Licensing Inspector V, or

    have previous work experience as a Residential Child Care Licensing Specialist/Inspector V


    This position may also be filled as CCL Inspector IV or V if applicant has previous experience as a CCL Inspector.


    Additional Information:
    Attends work regularly in accordance with agency leave policy.

    Work hours must be flexible and are not considered 8:00-5:00. Occasional work during the evening and weekends may be required.


    This position will be in a mobile unit which means most of the work will be conducted using mobile technology, such as a tablet and cell phone.

    Travel may be required outside of headquartered geographical area on occasion.


    Applicants for positions must have transportation and a valid Texas driver's license with insurance as required by the State of Texas.


    Applicants for this position who are considered for employment must pass a Background Check, which includes a criminal history check and a review of the Texas Child Abuse and Neglect Registry.
