    Duties

    • Detects existing and potential problem areas and analyzes and recommends actions to eliminate or preclude serious deficiencies.
    • Reviews objectives of audit assignments, including manpower resources available for audit and time frames for completion.
    • Examines and evaluates representative transactions to determine compliance with policies, plans, and procedures.
    • Interprets written policy directives and procedures, assignment of responsibilities to assure that current or proposed practices are practical, economical, and beneficial.
    • Designs audit papers, ensuring that sampling techniques are productive of useful information and that documentation is complete, technically adequate, and supports audit objectives.

    In order to qualify for the GS-9, you must meet the following:

    You must demonstrate in your resume at least one year (52 weeks) of qualifying specialized experience equivalent to the GS-07 grade level in the Federal government, obtained in either the private or public sector), to include:

    1) Assisting in preparing reports to present relevant information on assigned audits; and 2) Assisting in planning audits; and 3) Assisting in the development of methods to resolve problems involved with conducting audits.

    Substitution of Education for Experience: You may substitute education for specialized experience at the GS-09 level by possessing a Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related to the position being filled.

    Combination of Experience and Education: Only graduate education in excess of the amount required for the GS-07 grade level may be used to qualify applicants for positions at the grade GS-09. Therefore, only education in excess of 1 full year of graduate level education may be used to combine education and experience.

    In order to qualify for the GS-11, you must meet the following:

    Combination of Experience and Education: Only graduate education in excess of the amount required for the GS-09 grade level may be used to qualify applicants for positions at grades GS-11. Therefore, only education in excess of a master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree, may be used to combine education and experience.

    Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.     Education Requirement: In addition to meeting the qualification requirements, all candidates must have the following educational requirements:

    Possess a Degree in accounting, auditing; or a degree including auditing courses in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (TRANSCRIPTS WITH REQUIRED COURSE(S) AND SEMESTER HOURS MUST BE SUBMITTED AT TIME OF APPLICATION)

    --OR--

    Possess a combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following: 1) Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law; 2) A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or 3) Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements.
