    Summary The Supervisory Pharmacist Associate Service Chief of Pharmacy Operations works in the Pharmacy Service at VA Manchester Medical Center, Manchester, NH.

    The Associate Service Chief for Pharmacy Operations is responsible for the daily professional and administrative operation of pharmacy services. Rotating weekends, holidays and on-call schedule will be required. Responsibilities VA Careers
    • Pharmacy: The Associate Service Chief for Pharmacy Operations is responsible for the daily professional and administrative operation of operational pharmacy services, monitoring the performance of assigned clinical pharmacists and pharmacy technicians.
    The incumbent is responsible for coordinating and providing oversight for all Pharmacy Service operational activities assuring the provision of drug therapy based on current clinical knowledge that is consistent with policies established at the national, VISN and local levels.

    Those responsibilities include daily supervision of staff, management of pharmacy programs, development and implementation of policies and procedures, and management and coordination of services.

    Other responsibilities include development, evaluation, adjustment and prioritization of programs, budget allocations, and administrative and work processes in order to accomplish the missions of the VA and this Medical Center.


    Duties include but are not limited to:
    Responsible for overall operational program review and implementation. Assists Chief of Pharmacy to ensure pharmacy meets or exceeds standards set forth by the Joint Commission. Manages in accordance with state and Federal laws; as well as applicable VHA policies, procedures, and handbooks.

    Assists Chief of Pharmacy in coordinating pharmacy services at the Manchester VA Medical Center, Community Based Outpatient Clinics, and State Veterans' Home.

    Responsible for ensuring the pharmacy is in compliance with DEA regulations and VHA Handbook regarding controlled substances. Coordinates orientation and training for Outpatient, Inpatient and sterile compounding pharmacy staff. Effectively represents pharmacy at various meetings and committees.

    Assists Chief of Pharmacy in coordinating all VA Manchester initiatives with regards to pharmacy operations, automation, and drug cost saving initiatives.

    Supervises staff to accomplish the work of the unit.

    Exercises supervisory authorities and responsibilities involving work assignment and review, as well as the administrative and personnel management functions relative to the staff supervised.

    Covers operational staffing on an as needed basis and has direct involvement with new operational function planning and roll out.

    ensure optimal patient care in the inpatient, outpatient and sterile compounding settings. Reviews and fairly and consistently acts upon leave requests in a timely manner. Periodically evaluates employee performance, provides feedback, develops work improvement plans and recommends personnel actions as necessary. Assists with the employee Performance Appraisal Program. Provides staff development through coaching, mentoring, and supporting opportunities for learning. Fosters strong working relationships within the pharmacy service and outside of pharmacy. Collaborates directly with other service line managers and other health care system leaders. Promotes the principles of the Federal HR Program, including EEO and Labor Management relations. Effects disciplinary measures if necessary. Resolves customer service issues.

    Education:
    (1) Graduate of an Accreditation Council for Pharmacy Education (ACPE) accredited College or School of Pharmacy with a baccalaureate degree in pharmacy (BS Pharmacy) and/or a Doctor of Pharmacy (Pharm.
    D.) degree.

    NOTE:
    Prior to 2005 ACPE accredited both baccalaureate and Doctor of Pharmacy terminal degree program.

    Today the sole degree is Doctor of Pharmacy.) OR (2) Graduates of foreign pharmacy degree programs meet the educational requirement if the graduate is able to provide proof of achieving the Foreign Pharmacy Graduate Examination Commission (FPGEC) Certification, which includes passing the Foreign Pharmacy Graduate Equivalency Examination (FPGEE) and the Test of English as a Foreign Language Internet-Based Test (TOEFL iBT).


    Licensure:
    Full, current and unrestricted license to practice pharmacy in a State, Territory, Commonwealth of the United States (i.e.

    , Puerto Rico), or the District of Columbia Grade Determinations:
    GS- 13

    Associate Service Chief Experience:

    In addition to the GS-12 requirements, candidates must have 1 year of experience equivalent to the next lower grade level.

    Associate Service Chief Responsible for coordinating multiple programs in pharmacy service in a medical facility. Serves as the Acting Service Chief in the absence of the Service Chief.

    Develops and maintains a system of internal reviews that ensure service programs operate at a satisfactory level of performance and in compliance with regulatory and accrediting bodies.

    Has extensive responsibility for pharmacy utilization of resources and budget. Makes selections, assigns personnel, and serves as a mentor to help employees develop their full potential.

    Pharmacists assigned to this position must demonstrate the following

    KSAs:
    a. Ability to negotiate to influence clinical and management decisions. b. Ability to effectively communicate orally and in writing regarding complex clinical and technical issues. c. Skill in utilizing regulatory and quality standards to develop and implement operational programs. d. Skill in managing multiple and diverse people or programs. e. Skill in utilizing available resources to support the mission and goals of the organization. f. Ability to plan, organize, and direct the functions of the pharmacy staff Pharmacists should also demonstrate the following Full Performance Level (GS-12)

    KSAs: 1. Knowledge of professional pharmacy practice. 2. Ability to communicate orally and in writing to both patients and health care staff. 3.

    Knowledge of laws, regulations, and accreditation standards related to the distribution and control of scheduled and non-scheduled drugs and pharmacy security.

    4.

    Skill in monitoring and assessing the outcome of drug therapies, including physical assessment and interpretation of laboratory and other diagnostic parameters.


    Preferred Experience:
    One (1) year previous Supervisor Experience and three (3) years operational experience is preferred

    Physical Requirements:

    The work requires prolonged period of time sitting and performing data entry as well as regular and recurring physical exertion, involving standing for prolonged periods of time, lifting/carrying of pharmaceutical supplies weighing up to 50 lb., and bending/stooping.

    Work my be performed in a clinical setting that exposes incumbent to communicable diseases and hazardous chemicals common in a health care environment.

    Such areas are adequately heated and ventilated, and normal safety precautions and PPE are required. Some work is performed in a setting away for the pharmacy where the environment cannot be controlled.
