Sabot Consulting is currently seeking a Business Analyst to assist the DFPI with completing the business process documentation and requirements activities associated with Project Approval Lifecycle (PAL) Stage 2 Alternatives Analysis (S2AA), as well as activities associated with detail requirements documentation and procurement preparation for procuring a system and services for newly created technical solutions currently being produced.

Responsibilities:

This resource is expected to fulfill all requirements of SIMM 19 Project Approval Lifecycle (PAL) Stage 2 and Stage
Schedule and facilitate meetings, Joint Application Development (JAD) sessions, or other communications essential for the successful completion and approval of the project.
Operate under the direction of the ITSD Project Manager while maintaining close collaboration with the vital stakeholders.
Create/update an overall engagement plan and strategy.
Identify meaningful gaps, unknown policy areas, unknown stakeholder populations/needs, and identification of unknown or mínimally documented technologies both primary, interfacing, and exchange.
Contribute to the creation and assist on maintaining the project schedule throughout the life of this projects term to ensure tasks, activities, milestones, and deliverables are properly documented, updated, and completed on time.
Collaborate and provide project team weekly status updates and monthly status updates to the Executive Steering Committee.
Facilitate communications and lead meetings with stakeholders throughout the project to gather requirements, elicit feedback, and share status updates.
Maintain and continually update project assumptions, a risk register, issues log, decisions log, and keep project documents up to date with each subsequent findings made throughout the engagement.

Must Have:

5 or more years serving in a Business Analyst Role.
5 or more years participating in complex information technology projects, enhancements, and defects.
At least 5 years' experience working and collaborating with executive leadership providing high level solutions.
At least 5 years' strong experience collaborating with customers, business owners, and technical team.
At least 5 years' experience formulating and defining systems scope and objectives based on both user needs and business systems, technical, and industry requirements
At least 5 years' experience leading JAD sessions and stakeholder refinement sessions.
Participating in requirements analysis, data gathering, interviews and facilitated sessions, analyzing, and documenting functional business requirements to assist in software development.
Experience developing Stage gate 2 Alternatives Analysis and Stage gate 3 Solutions Analysis with the California Department of Technology Project Approval Lifecycle (PAL) process.

Nice to have:

Participation in the development of at least three separate PAL submissions with extensive experience and knowledge of Stage gate 2 Alternatives Analysis and Stage gate 3 Solutions Analysis with the California Department of Technology Project Approval Lifecycle process.
