    JOB SUMMARY:
    The Chief Financial Officer provides both operational and programmatic support to the organization. The CFO supervises the APU Financial Services Division and is the chief financial spokesperson for the organization.

    The CFO reports directly to the President and directly assists senior management on all strategic and tactical matters as they relate to budget management, cost benefit analysis, forecasting needs and the securing of new funding.


    REPRESENTATIVE DUTIES
    Develops and manages strategies to assure effective financial planning and analysis. Reviews APU strategies and determines financial resource requirements and goals. Develops tactical goals for the university; determines scope and priorities of projects; coordinates resources required to achieve goals.

    Supervises the APU financial reporting and budgeting function; monitors analysis of budget and financial variables, capital expenditures, revenue cycle and financial planning activities.

    Report regularly to the President and Board of Trustees on the status of campus improvement/building projects.

    Monitor all banking activities of the organization including investments, capital structure determining the best mix of debt, equity, and internal financing.

    Ensure reporting financial information is completed timely and accurately to internal and external recipients.

    Reporting included but not limited to:
    financial statements, annual independent audit, and various federal and state reporting.
    Monitors and reviews trends in educational financial management and recommends technical improvements. Develops and recommends financial strategies, objectives, and policies for APU. Assures effective communications with APU management and other departments. Assures compliance with state and federal policy and regulations.
    Hires and supervises staff. Manages division performance and productivity. Directs the continuous improvement of the work processes. Assures the overall integrity of the development, support and functionality of the division products and services. Manages, allocates, and coordinates numerous internal and external resources.
    Serves directors and officers of affiliated organizations and assigned boards, committees and leadership teams.

    Also serves as a liaison between APU and various regional organizations and state and federal agencies; serves on committees, task forces and other groups.

    Keeps up to date with all federal statutes surrounding IRS guidelines pertaining to the operations of not for profit entities and universities.

    Oversees and manages revenue cycle, general accounting, budget development, decision support, grant compliance, and enterprise resource planning (ERP) departments.
    Oversees and manages APU business support activities such as information technology, human resources, auxiliary services, and facilities management.
    Develops and manages division and departmental budgets. Maintains current and accurate financial and resource information on division operations. Reviews and monitors status reports prepared by department managers and recommends schedule and plan modifications.
    KNOWLEDGE and SKILLS
    Knowledge of university system and the revenue cycle processes.
    Knowledge of Financial Accounting Standards Board (FASB) rules and regulatory reporting requirements.
    Knowledge of generally accepted accounting principles, practices and their applications.
    Knowledge of principles of mathematical and statistical computations.
    Knowledge of related federal, state and local laws, codes and regulations.
    Knowledge of the principles and practices of cost accounting, budgeting and strategic planning.
    Knowledge of continuous quality improvement concepts, theories, and application.
    Skill in managing large and complex budgets, and general accounting systems.
    Skill in analyzing and evaluating accounting and internal control methods and financial reports.
    Skill in interpreting and applying federal, state and APU financial policies, procedures and regulations.
    Skill in analyzing financial issues and making logical recommendations based on findings.
    Skill in effectively managing and leading staff, and delegating tasks and authority.
    Skill in assessing and prioritizing multiple tasks, projects and demands.

    Skill in establishing and maintaining effective working relations with co-workers, contractors, and representatives from other local, state and federal agencies.

    Skill in operating a personal computer utilizing a variety of software applications.
    Skills in managing quality improvement initiatives, including redesigning processes, establishing metrics, and leading quality teams.

    MINIMUM EDUCATION QUALIFICATION
    A Bachelor's Degree in Accounting, Finance, or related discipline.

    Progressively responsible work-related experience in a senior executive position, or completed coursework in accounting, finance or strategic planning may be considered as an alternative for a college diploma.


    PREFERRED EDUCATION QUALIFICATION
    A Master's Degree in Business Administration, Finance or related field.

    MINIMUM EXPERIENCE QUALIFICATION

    Supervisory – Ten (10) years' experience as CFO or in an executive/management level position at an organization of similar size and complexity.

    High level of integrity, discretion and accountability. Progressively responsible professional work-related experience, education, or training may be substituted on a year-for-year basis for college education.

    PREFERRED CERTIFICATION QUALIFICATION
    Certified Public Accountant (CPA) Certification is preferred

    Positive working relationship with Alaska regional and Tribal health organizations.
