    Project Overview

    Port Arthur LNG, LLC (PALNG) is developing a Liquefied Natural Gas (LNG) production and export facility on a site located on the western shoreline of the Port Arthur Canal in Jefferson County, Texas. The project base scope will include two (2) identical LNG trains, two (2) LNG Storage Tanks, one (1) LNG Carrier Berth, and associated utilities/facilities. The Project is to be constructed on a parcel of land located along State Highway 87 south of Port Arthur, Texas, between the inner coastal waterway bridge and Keith Lake. The Infrastructure Global

    Business Unit (GBU) is executing site civil and marine scopes of work associated with our scopes of work on the Energy GBU LNG projects.

    As the #1 LNG EPC contractor by installed capacity, Bechtel has the capability to successfully deliver a broad range of LNG projects through our integrated EPC self-perform model, strategic partnerships, and proven experience in LNG project delivery. Partnering with Bechtel means lower cost, shorter delivery schedules, and greater certainty of outcomes for our customers.

    Position Summary

    Supply Chain Specialist aid in the overall operation of Field Procurement activities. May communicate with suppliers and personnel within Bechtel to prepare bidder pre-qualification, bidder lists, bid solicitation, formulate and administer purchase orders. May require material management activities for the material storage areas of the Port Arthur LNG Project to include project material procedures, facility needs, inventory stock levels and material management systems. May aid in monitoring work processes and the effectiveness of materials personnel in providing timely and accurate distribution of materials to Construction installation locations. May assist in resolving supplier Non-Conformances (NCRs).

    Job Dimensions

    • Reports to and receives direction from the Field Procurement Manager.
    • May provide guidance to other Purchasing / Inventory / T&L personnel as required.

    Contacts

    • Maintains working relationships with Procurement personnel and project discipline personnel in order to perform assigned duties.
    • Maintains working relationships with those bidders and suppliers involved with the performance of assigned tasks.
    • Maintains contacts with other functional departments, to maintain an awareness of performance and operational problems of suppliers and contractors supporting the project and to coordinate development of problem resolutions, claims settlements, and other contractual matters.
    • Maintains internal contacts with managers and supervisors and participates in negotiations with suppliers.

    Responsibilities

    • Attend pre-start and toolbox meetings.
    • Prepares confidential and sensitive reports.
    • Acts as the project administrator of corporate Procurement software programs.
    • Identifies improvements to reporting processes.
    • Openly communicates with the Field Procurement Manager on administrative matters.
    • Participates in Procurement meetings to identify and action administrative requirements.
    • Coordinates meetings, arranging for facilities, equipment, and refreshments.
    • May prepare and distribute notices, agendas, information packets, and minutes.
    • Completes material receiving reports and checks for completeness, accuracy, and timeliness.
    • Ensures documentation to record unsatisfactory over, short, and damage conditions of material received; ensures that corrective action is expeditiously completed and that formal Unsatisfactory,
    • Over, Short & Damaged Reports are prepared for permanent record.
    • Assists assigned personnel to ensure that material is stored in accordance with the project procurement storage plan and that the location of material in storage is properly recorded in SiteSense.
    • Assists assigned personnel to ensure that issues are properly controlled and documented in accordance with project procedures.
    • Ensures the traceability of industrial gas bottles and returnable cable reels and containers are tracked using assigned RFID register.
    • Reviews data for completeness of information.
    • A strong commitment to maintaining a safe working environment.
    • Any other duties as assigned by the Field Procurement Manager.

    Qualifications & Skills

    Basic Qualifications

    • BS degree in Business Administration (or related discipline) from an accredited university
    • 0 – 2 years of relevant work experience

    Additional Qualifications

    • Excellent oral and written communication skills.
    • Thorough knowledge of grammatical rules, spelling, punctuation, and required formats.
    • Technical vocabularies and terminology common to the assignment.
    • Advanced knowledge of Microsoft systems, including Outlook, Word, Excel, and Powerpoint Strong organizational skills.
    • Operation of Bechtel standard computerized systems and other information transmission systems.
    • Demonstrated knowledge of excellent filing systems and common office procedures.
    • Skill in other transcription/dictation technique is desirable.
