General Summary of Position

Responsible for Coordination of disaster preparedness and response activities for hospital to ensure the organization's readiness to respond to natural (ie: hurricane, flood), man-made (ie: terrorism, civil unrest) or technological (ie: nuclear power plant emergencies, hazardous materials spills) disasters.

Also ensures the hospital remains in a constant state of compliance with guidelines for Emergency Management as spelled out in the EM chapter of the Joint Commission (TJC) and all CMS Emergency Preparedness requirements.


Primary Duties and Responsibilities

  • Manages the emergency preparedness program by serving as Chair of the Emergency Management Team Conducting disaster preparedness training and exercises, preparing and maintaining the hospital's emergency preparedness plan and procedures and providing project management and support for all areas of emergency management.
  • Coordinates with both internal and external partners to increase the safety, health and security of associates, visitors and patients. Ensures compliance with all applicable accreditation and regulatory bodies, including the Joint Commission (TJC) and Centers for Medicare and Medicaid Services (CMS).
  • Develops and updates the organization's Emergency Operations Plan and annexes, with annual review updates Conduct an annual Hazard and Vulnerability Assessment in collaboration with the Emergency Management Team and outside organizations. Ensures the plan meets all the Joint Commission (TJC) and Center for Medicare Services (CMS) requirements.
  • Provides various training opportunities for associates to maintain readiness, promote safety and maintain compliance.
  • Trains for adverse events based on current threats and HVA.
Training in Incident Command and all the roles therein, including support of the following areas:
Incident Commander, Logistics, Planning, Safety & Security, Finance, Public Information Officer.

  • Collaborates with local Emergency Management agencies. Collaborates with local agencies Fire/Rescue/ EMS, police and Emergency Management agencies. Collaborates with corporate Emergency Preparedness Workgroup (EPWG) and participate in systemwide initiatives and offerings.
  • Supports and enhances strategies around workplace violence prevention. Serves as a local contact point to support the implementation of workplace violence strategies developed by the corporate workplace violence prevention group.
  • Maintains emergency preparedness inventory and ensure equipment used in response is in good working condition.
  • Chairs of the Emergency Management Committee, member of the Environment of Care Committee and Continuous Readiness Committee
  • Maintains current knowledge, certification, and licensure. Maintains knowledge of current best practices and industry standards in security, telecommunications, and first impressions. Identifies learning needs and participates in training and development activities. Attends hospital sponsored training programs as required by the department. Completes all mandatory requirements within allotted timeframe for completion (License, PPD, Competencies, etc.).
  • Works effectively within and between departments Participates in multidisciplinary quality and service improvement teams as appropriate. Participates in meetings, serves on committees, and represents the department and hospital in community outreach. Demonstrates a constructive approach during all interactions.

Minimum Qualifications

Education

  • Bachelor's degree in related field required or
- experience in lieu of Bachelors required

  • One year of relevant education may be substituted for one year of required work experience.

Experience

  • 34 years Work experience preferred
  • One year of relevant professionallevel work experience may be substituted for one year of required education.

Licenses and Certifications
- (CHEM) Certified Hospital Emergency Coordinator
  • CS 100, ICS 200, ICs 300, ICS 400, ICS 700, ICS 800, MGT 314, Hazmat Training. Must be obtained within 90 days of hire. within 90 Days required

Knowledge, Skills, and Abilities

  • Ability to communicate with all levels of internal and external customers
  • Ability to write accurately and comprehensively
  • Moderate computer skills
  • HIPAA policies on Confidentiality
  • Extensive knowledge of Joint Commission and Center for Medicare Services requirements for Emergency Management
  • Knowledge of Hospital Safety Program
  • FEMA Disaster requirements (such as reimbursement after disaster)
