ABOUT CITY DISTRIBUTION DIVISION


The San Francisco Public Utilities Commission's City Distribution Division (Water Department) is responsible for directing approximately 322 employees in the operation and maintenance of the water distribution system within the City and County of San Francisco.


These activities include, but are not limited to:

operating and maintaining 28 pump stations, 11 reservoirs, 13 storage tanks, and 19 regulators, as well as other ancillary appurtenances and equipment; installing, repairing and maintaining over one thousand miles of water distribution mains including service connections and meters; four water systems comprised of the Potable, Emergency Fire Water System (EFWS), Recycled and Groundwater; engineering and designing new main and feeder extensions; managing over 1,000 acres of city owned property and rights-of-ways; and responding to all two-alarm or greater fires to assist the Fire Department in maintaining adequate water volume and consistent pressure while fighting fires.


Under general direction from the Operations Manager of the City Distribution Division (CDD), the Water Construction & Maintenance Superintendent exercises supervision of the activities of second level supervisors and subordinate personnel engaged in operation, inspection, maintenance, field testing, repairs and installation of the City Distribution System pipelines, related appurtenances, the Emergency Fire Water System (EFWS), Recycled and Groundwater Systems.

The Water Construction & Maintenance Superintendent directly supervises class 7284 Utility Plumber Supervisor II(s) and other subordinate staff.


The essential job functions may include, but are not limited to:

  • Plans and directs the operations and personnel of the services and EFWS section and the main pipe line section, including general foremen, foremen, and a number of field crews engaged in keeping the distribution main lines and consumer services in good working order; organizes and supervises the construction, installation, maintenance, repair and replacement of mains, domestic and fire services, meters, valves, fittings and other appurtenances.
  • Responsible for the maintenance of incity distribution reservoirs and water storage facilities.
  • Oversees response to water emergencies and corrective and preventive maintenance of fire suppression assets.
  • Sets priorities for construction and maintenance projects; establishes work goals and priorities; develops, implements and communicates new and existing protocols, regulatory compliance measures, and standard operating procedures.
  • Inspects and checks routine reports of construction and maintenance work accomplished to insure proper recommendation and quality in accordance with department specifications procedures and requirements.
  • Recommends and implements division goals and objectives, establishes performance standards and priorities for system maintenance activities, implements related policies and procedures and makes recommendations to superiors for improvements in maintenance activities, policies and procedures.
  • Directs, supervises and develops subordinate personnel to assure their productivity, competency, professional growth and job satisfaction.
  • Plans and manages the development and training of subordinate staff to ensure safety, efficiency, regulatory compliance and an increased understanding of the facilities and operations of the Auxiliary Fire Fighting System, Ground Water System, and Potable City Distribution System.
  • Interviews and hires new staff; prioritizes, assigns and reviews work, approves time off and leave requests, prepares and reviews employee performance evaluations.
  • Class 7134 Water Construction and Maintenance Superintendent performs other related duties as required.
