    ABOUT GALT

    Incorporated in 1946, Galt is a growing community with approximately 26,000 residents located approximately 20 miles south of Sacramento along Highway 99. The City is led by five elected council members, the Mayor being appointed.

    ABOUT THE POSITION

    The City is seeking a Senior Civil Engineer.

    If the City does not receive qualified Senior Civil Engineer applicants, the department may underfill the position at the Associate Civil Engineer level.     Under general supervision and direction, performs various professional field and office engineering work related to the planning, design, construction, and maintenance of City works infrastructure and programs, including land development, traffic engineering, Capital Improvement Program (CIP) and project development, daily departmental operations, and serves as project manager for professional engineering activities; performs a variety of studies and prepares and presents staff reports; if appropriately registered, signs drawings, submits reports, and performs similar work within state guidelines; confers with developers, contractors, and representatives of other agencies regarding facility and infrastructure development; administers professional services and construction contracts; provides professional assistance to the Deputy Public Works Director; serves as subject matter expert in support of other City Department; and performs related work as required.

    SUPERVISION RECEIVED AND EXERCISED

    Receives general supervision and direction from the Deputy Public Works Director. Exercises no supervision of staff.

    CLASS CHARACTERISTICS
    This is the journey-level registered class (licensed as a Professional Engineer in the State of California) in the professional engineering series, capable of performing a full spectrum of City engineering and project management work. Incumbents are expected to perform project planning, design, review, and construction oversight; including cost estimating,
    preparation of plans and specifications, and environmental reviews; as well as assisting with other activities and daily departmental operations. Positions at this level are distinguished from the Assistant level by the performance of the full range of duties as assigned, working independently, and exercising judgment and initiative. Positions at this level receive only occasional instruction or assistance as new or unusual situations arise and are aware of applicable operating procedures, policies, and engineering standards.

    Management reserves the right to add, modify, change, or rescind the work assignments of different positions and to make reasonable accommodations so that qualified employees can perform the essential functions of the job.
    • Prepares designs, specifications, plans, estimates, and reports for the development and modification of City infrastructure, including streets, traffic controls, curbs, gutters, underground utilities, and various facilities and appurtenances.
    • Reviews construction plans prepared by consulting engineers to verify compliance with City sidewalk, public utility, and improvement requirements; checks plans for conformance with regulations regarding line, grade, size, elevation, and location of structures; reviews engineering calculations of other engineers or engineering technicians; participates in pre-design, construction, and utility coordination meetings, and issues construction permits.
    • Coordinates the development of consultant requests for proposal for professional and/or construction services and the advertising and bid processes; evaluates proposals and recommends project award; administers contracts after award.
    • Assists in or manages design and construction projects for public works projects; ensures contractor compliance with contract documents, time and budget estimates; recommends field changes as required.
    • Conducts engineering and related studies, evaluates alternatives, makes recommendations and prepares reports for the City Council. Conducts studies and confers with the public regarding traffic and transportation issues; addresses traffic control and signage problems.
    • Investigates field problems affecting property owners, contractors, and maintenance operations; responds to citizen inquiries and complaints; provides information to the public at the front counter in person, via telephone, or other means of communication regarding grading, encroachment permits, right-of-way and property line information, utility information, slope stability and groundwater issues, improvement plan check, and payment processes.
    • Participates in City long- and short-range capital improvement and preventive maintenance activities.
    • Interprets and administers applicable laws and ordinances governing engineering work.
    • Prepares and submits grant applications and administer grant agreements with local, State, or Federal agencies.
    • Reviews and approves encroachment permit and traffic control plan applications submitted to the City.
    • Researches, prepares, and recommends methods of financing various improvements, including the use of assessment districts and areas-of-benefit; reviews, analyzes and makes recommendations concerning engineering, project costs, operations and control aspects of land development proposals including environmental and other documentation.
    • Performs the full scope of construction inspections to confirm contractual compliance to engineering and construction standards.
    • Acts as the City's liaison with a variety of committees, commissions, construction and design engineers, and developers; represents the City and the department in meetings with other public, regulatory, and private organizations.
    • Prepares a variety of written correspondence, reports, grant applications, plans, procedures, ordinances and other written material.
    • Maintains accurate records and files.
    • Monitors changes in laws, regulations and technology that may affect operations; recommends policy and procedural changes as required.
    • Attends meetings, conferences, workshops, and training sessions; attends and participates in professional group meetings; stays abreast of new trends and innovations in the field of municipal engineering and other types of public services as they relate to the area of assignment.
    • May provide technical direction and training to other planning and technical staff.

    Supplemental Information

    Education and Experience:

    Any combination of training and experience that would provide the required knowledge, skills, and abilities is qualifying. A typical way to obtain the required qualifications would be:
    Bachelor's degree from an accredited four-year college or university with major coursework in civil engineering or a related engineering field.

    Possession of an advanced degree is desirable.
    Four (4) years of professional engineering design, plan review, and project administration experience, preferably in a public agency setting, or three (3) years of experience equivalent to Assistant Engineer at the City of Galt.

    Licenses and Certifications:
    • Possession of a valid Class C California driver's license within 60 days of hire and have a satisfactory driving record.
    • Possession of a valid certificate or registration as a Professional Engineer in the State of California.
    PHYSICAL DEMANDS

    Must possess mobility to work in a standard office setting and use standard office equipment, including a computer, to inspect City construction and development sites, including traversing uneven terrain, climbing ladders, stairs, and other temporary or construction access points, to operate a motor vehicle, and to visit various City and meeting sites; vision to read printed material and a computer screen; and hearing and speech to communicate in person, before groups, and over the telephone. This is primarily a sedentary office classification although standing and walking between work areas and performing field inspections of project and construction sites is occasionally required. Finger dexterity is needed to access, enter, and retrieve data using a computer keyboard or calculator and to operate standard office equipment. Positions in this classification occasionally bend, stoop, kneel, reach, push, and pull drawers open and closed to retrieve and file information. Employees must possess the ability to lift, carry, push, and pull materials and objects weighing up to 25 pounds.

    ENVIRONMENTAL ELEMENTS
    Employees work in an office environment with moderate noise levels, controlled temperature conditions, and no direct exposure to hazardous physical substances. Employees may work in the field and occasionally be exposed to loud noise levels, cold and hot temperatures, inclement weather conditions, road hazards, vibration, mechanical and/or electrical hazards, and hazardous physical substances and fumes. Employees may interact with upset staff and/or public and private representatives in interpreting and enforcing departmental policies and procedures.

    WORKING CONDITIONS
    Must be able to pass a pre-employment physical and background investigation, including fingerprinting. Will be required to work in an office setting.

    The City is on a 9/80 work schedule. The City is closed to the public on Fridays. With partial telecommuting options available for select classifications.

    MEDICAL
    The City of Galt participates in the CalPERS Health Program. Employees have a wide variety of choices of HMOs and PPOs. Employees of this group receive a set dollar amount for benefits(cafeteria plan) in accordance with the Galt Personnel Manual.

    CASH IN-LIEU OF GROUP INSURANCE Employees who choose to waive coverage under the City's medical insurance program shall be compensated $200 per month for waiving employee only coverage, $350 per month for waiving employee plus one and $500 per month for waiving employee plus family coverage.

    DENTAL City pays the total cost of the premium for employee and dependents.

    VISION PLAN City pays the total cost of the premium for employee and dependents.

    LIFE INSURANCE City pays the total cost of premiums for $50,000 coverage.

    LONG-TERM DISABILITY (LTD) City pays total cost of premium.

    SOCIAL SECURITY AND MEDICARE The employee and City both contribute to Social Security/Medicare.

    BI-LINGUAL PAY Eligible employees may receive fifty dollars ($50) per month for bilingual skills if meet the criteria and pass an oral written examination.

    EMPLOYEE ASSISTANCE PROGRAM Employee Assistance Program (EAP) is administered by Guidance Resources. Confidential, employer-paid benefit program designed to assist employees in solving personal problems and managing everyday issues. Available to employees and immediate family.
    FLEXIBLE SPENDING ACCOUNT
    Covers IRS approved medical and/or approved dependent care expenses to be paid on a pre-tax basis.

    RETIREMENT SYSTEM (CalPERS)
    Miscellaneous Employees

    Classic CalPERS full time miscellaneous employees are covered under the 2 % @ 55 PERS retirement program, single highest year final compensation. The City pays 100% of the employer contribution for this program. Employees contribute 7% towards the employee contribution for this program.

    PEPRA CalPERS full time miscellaneous employees (hired after 1/1/13) are covered under the 2% @ 62 retirement program. The employee and the City share in the normal cost. The current employee contribution is 8.25%.

    Safety Employees
    Classic CalPERS full time safety employees are covered under the 3 % @ 50 PERS retirement program, single highest year final compensation. The City pays 100% of the employer contribution for this program. Employees contribute 9.0% towards the employee contribution for this program.

    PEPRA CalPERS full time safety employees (hired after 1/1/13) are covered under the 2.7% @ 57 retirement program. The employee and the City share in the normal cost. Employees contribute 13.75% towards the employee contribution for this program.

    The employee and City both contribute to Social Security/Medicare.

    DEFERRED COMPENSATION Voluntary Deferred Compensation Plan through TIAA-CREFF.

    HOLIDAYS Fourteen (14) paid holidays per year. Employees will also receive thirteen (13) paid holidays and one (1) floating holiday. Thirteen (13) fixed holidays observed: New Year's Day, MLK Jr. Day, Presidents Day, Cesar Chavez Day, Memorial Day, Juneteenth, Independence Day, Labor Day, Veterans Day, Thanksgiving Day, Day after Thanksgiving, Christmas Eve and Christmas Day.

    VACATION CREDIT Employees with 4+ years of prior public agency experience may request to accrue at rate of 120 hours.

    SICK LEAVE Employees accumulate eight (8) hours per month.

    SICK LEAVE CASH OUT/CALPERS SERVICE CREDIT Employees retiring or separating are eligible for sick leave cash out of 75% of balance, up to a maximum of four hundred eighty (480) hours; upon retirement, remaining sick leave hours may be converted to CalPERS service credit.

    ADMINISTRATIVE LEAVE 70 hours each fiscal year for exempt mid-managers.

    LONGEVITY Regular full time employees who have been employed by the City for fifteen (15) years, shall be paid five percent (5%) above their regular base pay. Regular full time employees who have been employed with the City for twenty (20) years, shall be paid seven and one half percent (7.5%) above their regular base pay.
