Job Title:

DIRECTOR, COMMUNITY DEVELOPMENT***
Job Summary:As a member of the senior management team, provides person-centered leadership to direct the formulation and implementation of the agency Quality Assurance, Community Placement, Peer Advocacy, and Resource Development Plans for the Tri-Counties Regional Center covering Ventura, Santa Barbara, San Luis Obispo Counties.

Represents TCRC on vendor and generic service-related issues in the community and with the Department of Developmental Services.

Directs needs assessments, resource development activities, community placement plan development and implementation, and identifies staff training needs regarding community services.

Develops and applies agency policies in the area of quality assurance, service development, community placement plan and peer advocacy.


Supervision:

Reports to Associate Executive Director.

Provides general supervision to Manager of Community Development, Manager of Quality Assurance, Community Placement Plan Manager, Community Development Executive Assistant, and Supervisor of Peer Advocacy.


Primary
Functions:


  • Identifies nationwide trends in the development and provision of services and quality assurance activities and provides leadership to incorporate these approaches into the agency business.
  • Provides leadership in formulating agency goals that incorporate innovative and values driven service approaches.
  • Develops creative, collaborative, and cost-effective approaches to meeting the service needs of the community through networking and contract development.
  • Assign, reviews, and evaluates work of CD management and other designated staff.
  • Sets standards for department work level and quality and audits results for conformance.
  • Tracks achievement of department objectives and milestones for the agency by tracking achievements in each geographic service area.
  • Works with other community agencies to resolve service, quality assurance and general advocacy issues. Represents TCRC in interagency problem resolution concerning service type and provision.
  • Represents TCRC in the development of Memorandums of Understanding with other community service agencies.
  • Reviews and approves all service provider contracts, revisions and rates for review and approval by Chief Financial Officer and Executive Director.
  • Prepares and presents all service provider contracts to the TCADD Board, as required.
  • Reviews and approves all Community Placement Plans and Budgets.
  • Oversees timely and accurate submission of Community Placement Plans to the Department of Developmental Services as required
  • Reviews and approves all exceptions related to CPP authorizations.
  • Acts as the main liaison with the Tri-Counties Community Housing Corporation.
  • Provides direct supervision, guidance and instruction to the Supervisor of Peer Advocacy.
  • Reviews waivers for submission to the Department of Developmental Services (DDS).
  • Oversees communications to service providers and/or persons/families.
  • Formulates and reviews reports on department activities. Studies patterns of service usage and works with managers and auditors to identify budgetary trends and address staff training issues.
  • Participates in and oversees CD staff involvement in agency audits. Works on resolution of audit findings as required.
  • Participates on the executive leadership team of the agency.
  • Represents the regional center in transactions with federal, state and local agencies/officials, service providers, persons served, families, and community groups.
  • Oversees all resource development activities in the region, which includes conducting needs assessments, publishing/reviewing Request for Proposals, conducting rate negotiations with service providers.
  • Teams with other managers on projects related to resource development activities.
  • Provides oversight and direction in quality assurance investigations and trend analysis of special incident reports for mitigation purposes.
  • Provides leadership in consultation with legal counsel on CD issues as needed.
  • Identifies and addresses the need for staff and manager training regarding community services. Assists unit staff in necessary training of office staff, managers, and community service providers.
  • Participates as lead staff on Services & Supports Committee and the Government and Community Relations Committee to TCADD Board of Directors. Participates in TCADD Administration Committee. Participates in VAC meetings.
  • Directs department within budget guidelines.
  • Hires, trains, coaches and evaluates staff.
  • Additional duties as assigned.
