Duties:


This is an Excepted Service position. This appointment will not confer Competitive Service career-conditional or career tenure status. This means that if you are selected, you would have to compete with other applicants in open competition to meet requirements for another Federal position, unless you meet the requirements for reinstatement. Applicants who voluntarily convert from the competitive service, Senior Executive Service, or other pay systems to a non-time limited appointment under this excepted service authority are not afforded "fallback rights" to the pay system previously assigned prior to conversion.

As a full performance Management and Program Analyst, you will:

  • Lead the approval, registration, and payment of training and professional development opportunities for Department of Energy, Office of Intelligence and Counterintelligence (DOE-IN) personnel.
  • Serve as liaison to the broader DOE's training points of contact.
  • Communicate with the workforce regarding training opportunities and requirements.
  • Assist with various human resources support activities for DOE-IN, such as but not limited to time and attendance, performance management, travel, and preparing personnel actions.

Conditions of Employment:


  • You must be a U.S. Citizen or National.
  • This employer participates in the eVerify program.
  • May be required to successfully complete a 1year trial period.
  • This position has been designated as Special-Sensitive (High Risk) and requires a security clearance at the Q level. The incumbent is required to obtain and maintain this clearance; failure to do so may result in separation from federal service.
  • In addition, the incumbent is required to obtain and maintain a Sensitive Compartmented Information (SCI) security clearance prior to entrance on duty; failure to do so may result in separation from federal service.
  • The incumbent is required to complete an initial Counterintelligence (CI) evaluation and on a recurring basis, which may include a CIscope polygraph examination.
  • This position does not support 100% remote work. You will be required to report physically to the official reporting worksite as specified by the supervisor, but no less than 2 days per pay period.
  • Limited telework may be available based upon mission requirements of the position.
  • This position is not included in a Bargaining Unit.

Qualifications:


For the GS-12, experience must be equivalent to GS-11 level:

  • Advising management on the effectiveness of programs and operations (such as but not limited to staff, training, time and attendance, travel arrangements, etc.) or the productivity and efficiency of the organization.
  • Assisting with resources (such as but not limited to staff, training, time and attendance, travel arrangements, etc.) required to support varied levels of program operations.
  • Attending data calls or meetings of pertinent information to discuss progress made or next steps that will guide further action.

For the GS-13, experience must be equivalent to GS-12 level:

  • Managing the training budget for employees and monitoring course completion.
  • Identifying the organization's training needs to create new initiatives or reform or improve existing programs.
  • Conducting assessments to identify skill gaps and training requirements throughout the organization.
"Experience" refers to paid and unpaid experience.

Examples of qualifying unpaid experience may include:

volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations.

Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment.

You will receive credit for all qualifying experience, including volunteer experience.
