    Description

    The Senior Technical Advisor, SBC for Gender & Social Inclusion will lead the development and guide a range of evidence-based and theory-driven SBC approaches and strategies within the Gender & Social Inclusion sectors. They will work in a collaborative manner with other members of the Activity's senior management, technical, field, and other teams. In addition, the Senior Technical Advisor, SBC for Gender & Inclusion is responsible for advising on all technical aspects and facilitating integration of SBC related strategic thinking within the Activity's core and field buy-in activities related to FP/MNCH.

    This position is contingent upon project award and funding.

    Job Responsibilities:

    Strategic and Technical Leadership:

    • Co-lead strategic planning and innovative program design, create a realistic and donor-responsive timeline, and continuously evaluate project progress towards achieving organizational strategic goals.
    • Provide technical leadership to project staff and partners in support of project objectives.
    • Collaborate with Pathfinder global support staff and all partners to ensure programming aligns with agency mission and vision and that project best practices and lessons learned are shared for agency-wide dissemination.
    • Co-develop detailed technical design and strategy for delivering SBC in gender & social inclusion interventions. Ensure that the SBC interventions are solidly grounded on behavioral theory, research, and audience insights and are developmentally appropriate for addressing the different needs of boys and girls, and men and women.
    • Working with the Activity Monitoring, Evaluation and Learning (MEL) team to design and implement strategies to monitor and evaluate the technical fidelity and effectiveness of SBC interventions. Together, with MEL, ensure SBC learning and knowledge sharing and dissemination.
    • Support and develop the technical expertise and capacity of internal staff, local NGOs and CSOs, and government partners on SBC; co-lead the establishment of partnerships in SBC with the private sector and local government organizations.
    • Support efforts to stay abreast of, as well as influence, the latest global thinking on SBC shaping social norms, capturing best practices that can be applied to the various context interventions across USAID's priority countries.
    • Serve as an SBC thought leader for gender & social inclusion.
    Program Management:
    • Provide technical backstopping support for the successful programmatic and technical implementation of the SBC buy ins of the Activity.
    • Support the monitoring of project progress vis-a-vis expected objectives, utilizing tools and methods developed by Pathfinder, and ensuring effective usage of resources and compliance with donor requirements.
    • Oversee subgrantees/subcontractors ensuring quality implementation of SBC programming and achievement of agreed upon objectives and targets in accordance with established schedules and timelines.
    • Document technical components of materials and project achievements for communications materials.
    • Identify, select, manage performance of, and mentor project staff ensuring professional and capacity building; facilitate necessary international technical assistance to promote project goals and objectives.
    • Support linkages and coordination with social development counterparts, other USAID-funded activities, and other partners in the public and private sector.
    Minimum Education and Work Experience:
    • A master's degree or higher in international development, public health, behavioral science or a related field or a related advanced degree.
      Ten years (10) of experience in global public health programming, including at least five (5) years' experience in senior-level technical leadership positions leading gender transformative or social inclusion projects with a strong SBC component.
    • Demonstrated experience with building and maintaining effective partnerships and leveraging resources with development stakeholders.
    • In-depth knowledge and proven record of leadership of SBC and integration in internationally funded health programs in LMICs, including in family planning/reproductive health, maternal and child health, and/or malaria, tuberculosis, and neglected tropical diseases
    • Demonstrated management skills working with complex programs involving short deadlines, multiple tasks, intense pressure to perform, and coordination with multiple partners.
    • Excellent written and verbal skills in English.
    • Proven experience in designing, implementing, monitoring, and evaluating development and intervention activities, preferably with USAID, WHO, or other donor organizations working in the health sector.
    • Demonstrated supervision experience of technical experts.
    Other Information:

    Technology to be Used:

    • Personal Computer/Laptop, Microsoft applications (i.e., Office 365, SharePoint, Skype/Zoom/Teams), cell phone/mobile technology, and standard office equipment.

    Travel Requirements:

    • Less than 25%
