    Job Title: Senior Purchasing Agent

    Department: Deputy General Manager

    Section: Procurement

    General Summary

    Under general supervision, the Senior Purchasing Agent performs the more difficult or complex tasks involved in the preparation of bids, proposals, and award documents. Administers contracts and conducts negotiations and is responsible for maintaining compliance with applicable Federal, State and Authority procurement and contracting policies/regulations. In addition, the Senior Purchasing Agent provides direction and assistance to other departmental staff throughout the Authority relative to procurement processes as needed.

    Duties and Responsibilities

    • Procures Authority vehicles, services, supplies and equipment.
    • Provides conformance and associated documentation to MDOT for state funded procurements.
    • Interfaces with vendor personnel and internal staff to facilitate solicitation, award and contract administration.
    • Prepares solicitation and contract documents.
    • Executes solicitation process using online bidding process.
    • Reviews statements of work, specifications and contract terms and conditions.
    • Performs or obtains cost/price analysis, as appropriate.
    • Negotiates with sellers and prepares awards.
    • Ensures compliance with state, federal and Authority policies and procedures.
    • Knowledge and familiarity with FTA procurement regulations preferred.
    • Maintains vendor compliance/performance files in conjunction with project managers' analysis of contract compliance.
    • Creates and maintains status and project file records of procurements including changes and modifications both electronically and manually.
    • Prepares award documentation consisting of recommendations, bid tabulations, record of negotiation, certifications, board agenda items and resolutions.
    • Handles the more difficult or complex procurement assignments.
    • Assists in training other Procurement department staff members in the performance of their duties.
    • Performs other duties as assigned.

    Knowledge, Skills and Abilities

    • Bachelor's degree in Public or Business Administration, or related field.
    • Four years experience as a buyer or purchasing agent.
    • An equivalent combination of education and experience may be substituted for minimum requirements.
    • Ability to exercise sound judgment in the selection and procurement of Authority goods and services.
    • Basic knowledge of blueprint reading.
    • Multi-task oriented.
    • Strong organization and follow-up skills.
    • Demonstrated negotiation skills.
    • Effective written and verbal communication skills.
    • Proficient in the use of Windows-based MS Word and MS Excel applications.
