The Compliance Specialistreports to the Director, Compliance and is responsible for ensuring Abode Communities' portfolio, which is currently comprised of 39 properties, remains in compliance at all times with the requirements of various local, state and federal agencies including, but not limited to, the California Tax Credit Allocation Committee (TCAC), the California Debt Limit Allocation Committee (CDLAC), the California Department of Housing & Community Development (HCD), the US Department of Housing & Urban Development (HUD), the County of Los Angeles Community Development Commission (LACDC), and the Housing Departments and Housing Authorities of various cities including Los Angeles, Pasadena and Long Beach.

The Compliance Specialist is also responsible for maintaining current and accurate affordability mix abstracts for all properties in the portfolio and working closely with the Property Supervisors and Property Managers to ensure actual tenant income and rent levels meet eligibility requirements.

Finally the Compliance/Occupancy Specialist is responsible for tenant file reviews, audits, onsite file reviews, tracking and completing certifications, and input into property management software (Boston Post).


Primary Responsibilities and Accountabilities:


  • Review and understand all regulatory requirements applicable to each property in the portfolio, and prepare and maintain abstracts reflecting the applicable affordability mix.
  • Conduct annual property audits to ensure full compliance with regulatory requirements and when needed, in conjunction with the Property Supervisor, prepare and implement a corrective plan of action for properties found to be out of compliance.
  • Ensure accurate input and updating of property information in the PM-Boston Post software and provide assistance to the property management staff on interfacing with Boston Post.
  • In conjunction with Asset Management, ensure timely and accurate reporting to funders, investors, and monitoring agencies including but not limited to TCAC, HCD, HUD and Urban Futures
  • Oversee the initial leaseup process for new properties including ensuring the schedule is met and providing assistance to leasing staff to determine applicant eligibility based on funding requirements and rent information.
  • Establish, monitor, and update the waiting list at each of the properties.
  • Oversee the recertification process to ensure compliance with the 180day calendar, and audit at least 20% of the annual recertification files to ensure compliance with the various funding restrictions, accurate calculations, and that all appropriate forms were used and required signatures were obtained.
  • Stay abreast of the current regulations, income and rent schedules, forms and procedures for various funding agencies such as TCAC, HCD and HUD, and ensure Property Management staff are aware of and trained on updates and changes.
  • Oversee agency and investor property audits and inspections process including conducting preaudits, providing requested information in advance of audits, attending audit visits, and drafting written responses to audit findings, if any, for review and approval by the Senior Vice President of Property Management
  • Prepare biweekly Occupancy Status reports for the Senior Vice President of Property Management
  • Perform other duties as assigned

KNOWLEDGE,
ABILITIES AND SKILLS

  • Minimum 5 to 7 years of experience in affordable housing compliance or property management
  • Knowledgeable of and trained in the requirements of various affordable housing agencies and affordable housing programs including but not limited to: TCAC, CDLAC, State HCD, HUD, County of Los Angeles, City of Los Angeles.
  • Knowledgeable and trained in Fair Housing regulations.
  • Experienced in reading and understanding regulatory agreements from various funding agencies.
  • Experienced in project management software, preferably Boston Post
  • Ability to work independently and to take initiative in problem solving, as well as possess strong analytical skills.
  • Strong time management skills and keen sense of attentio
