    PORTS, WATERFRONT, AND TRANSPORTATION - PLANNING
    The Ports, Waterfront, and Transportation - Planning Department is within NYCEDC's Planning Division and, together with the Land Use and Neighborhood Strategies Departments, works to promote inclusive, sustainable growth in the city's neighborhoods and waterfronts. The Planning Division advances major projects that engage communities in planning for their future; help build vibrant, inclusive neighborhoods; advance strategic infrastructure investments; leverage the City's public assets; strengthen multimodal transportation systems; and promote public access, economic opportunity, and climate resilience.

    The Ports, Waterfront, and Transportation - Planning Department delivers innovative infrastructure plans, policies, and partnerships that leverage City assets to enable sustainable, integrated transportation systems and waterfront developments for business vitality, neighborhood growth, and renewable energy in New York City. We partner with the private sector, utilities, State and Federal agencies and regulators, and City agencies to plan and implement infrastructure that are essential for New York City and State to achieve ambitious clean energy, emission-reduction, and wetland restoration goals while advancing equitable economic development.

    POSITION OVERVIEW:
    The Assistant Vice President manages interdisciplinary planning projects and policy development that require demonstrated experience in delivering planning and infrastructure projects for freight transportation and/or renewable energy systems. The AVP's portfolio could include projects that support public-private partnerships for scaling up the installation of EV-charging infrastructure, and development of EV-charging depots at city-owned sites; the development and integration of a marine highway network with micro-distribution hubs for last-mile deliveries, in partnership with logistics companies and the NYC Department of Transportation; facilitating transit access to employment centers in partnership with the MTA (e.g. IBX and North Shore BRT); and improving micromobility access and connectivity in greenway and streetscape projects.

    The AVP will provide technical expertise, project management experience, and insights from market research and industry networks, to planning projects that require collaboration with other teams and departments, including PortNYC, Asset Management, Land Use, and Neighborhood Strategies, to deliver infrastructure and programs that serve business and community needs. The AVP may have the opportunity to manage department interns and/or staff.


    ESSENTIAL DUTIES AND RESPONSIBILITIES:

    • Manage cross-functional teams on planning projects at different stages of implementation that effectively engage internal and external partners, including logistics industry stakeholders and public transportation agencies, in advancing the widespread adoption of sustainable transport solutions and the integration of transit and micromobility access with economic development
    • Conduct research into policies, technologies, and market trends to guide NYCEDC's role in facilitating private sector innovation and investment in low/zero-emission transport solutions and infrastructure (e.g. EV charging stations and shore power)
    • Contribute problem solving and critical thinking to all stages of a project from formulation, through design, regulatory approvals, and implementation
    • Work with interdisciplinary teams in the preparation of Requests For Proposals and grant applications, and the development and implementation of site specific projects and citywide policy initiatives
    • Proactively manage critical milestones of long-term timelines to ensure complex projects are delivered on-time and on-budget
    • Create and deliver presentations, memos and other materials that effectively communicate project recommendations, decision points and/or findings to various audiences (e.g., senior NYCEDC staff, partner agencies, external stakeholders)
    • Interface with transportation and regulatory agencies, as well as elected officials and community groups as needed
    • Manage consultants to ensure quality products are delivered on-schedule, on-budget and achieve MWBE goals
    • Attend and represent NYCEDC at technical advisory meetings and report back on areas for input and collaboration
    • Other duties as assigned

    QUALIFICATIONS:

    • 5+ years of professional experience, with at least 2 years spent managing projects that involved increasing maritime shipping, rail, truck electrification, and/or transit access to achieve economic development and sustainable transport goals
    • Master's degree in Urban Planning, Transportation, Supply Chain Logistics, Public Policy, or a related field, or 2 additional years of work experience
    • Proactive, entrepreneurial, and willing to take on new challenges
    • Extensive knowledge of New York City transportation systems, policies, and public and industry stakeholders
    • Demonstrated ability to work effectively in cross-functional teams and to effectively collaborate with internal and external stakeholders, manage professional relationships with stakeholders in a results-oriented environment
    • Experience managing complex projects involving consultants, multiple public agencies, and private entities
    • Demonstrated ability to manage multiple assignments, with a preference for experience in delegating to project team members
    • Effective verbal, written, problem-solving and analytical skills
    • Experience using Microsoft Office, including Excel, PowerPoint and GIS a plus
    • Ability to travel across the five boroughs of NYC, as needed
    • Ability to attend evening and occasional weekend meetings, as needed
    • New York City residence is required within 180 days of hire
    Salary Range$95,000—$98,000 USD
