Definition


Under supervision of the Payroll and Accounting Manager and Controller, the Payroll Administrator administers the overall payroll production and ensures timely and accurate delivery of payroll and related services.

Distinguishing Characteristics


This position is responsible for the administration of timekeeping and payroll functions; will act in a supporting role to the Senior Payroll Administrator and assist in accounting functions as needed.

Essential Functions

  • Administers and completes processing of payroll for Bi-Weekly and Semi-Monthly cycles for over 600 employees including, but not limited to, entering or updating employee files and salaries, audits for completeness and accuracy of information; updates and maintains employee payroll data including assignment of proper department, security and supervisory level, and benefit accrual groups;
  • Answers routine questions in person or over the telephone regarding payroll;
  • Processes and reconciles additions, deletions and changes in employee compensation and benefits, such as medical, and life insurance, and remittance thereof;
  • Prepares Check Register Preview Report with supporting maintenance documentation to be approved.
  • Ensures the accuracy of contributions per pay period for employee elective deferrals and employer matches.
  • Prepares manual onsite checks for terminated employees, or employees exiting for leave of absence as needed, and process timely to Executives for signature with appropriate paperwork;
  • Processes and maintains unauthorized/unapproved timesheets report after each Bi-Weekly cycle, prints unapproved timesheets and gathers employee and supervisor signature;
  • Prepares and administers departmental overtime reports to Management and/or Directors on a Bi-Weekly basis;
  • Assists with preparing and completing Executive overtime report on a monthly basis;
  • Assists Payroll and Accounting Manager and Controller as needed with documentation, and/or in presence for annual payroll audit;
  • Assists with payroll related inquiries from outside state and federal agencies
  • Assists with multistate payroll tax compliance and reconciliation;
  • With direction, investigates and resolves payroll discrepancies;
  • Assist with PTO inquiries;
  • Review and assist employees with all check stub inquiries (PTO accruals, Retroactive Pay, Retention Bonus, etc.);
  • Assists with training new hires on navigating and authorizing timesheets;
  • Handles, processes and reconciles garnishments of employee salaries, CalPERS and insurance premiums, deferred compensation withheld and other deductions;
  • Ensures accurate and timely delivery of annual W2's;
  • Prepares and scans required payroll reports per the document retention policy;
  • Assists in adding leave of absences and other types of absences into timesheets;
  • Maintains CalPERS records with accurate and current information, updates with New Hires and Terminations;
  • Assists with CalPERS reporting
  • Maintains and protects confidentiality of all employee payroll and benefit transactions
  • Performs other jobrelated duties as assigned by the Payroll and Accounting Manager and Controller
Other Functions

  • Completes and maintains scanning of all payroll related documents including Bi-Weekly and Semi-Monthly payroll records and yearend documents; and maintains storage tracking of payroll records
  • Adheres to all company policies and procedures relative to employment and job responsibilities;
Employment Standards


Education:
High School Diploma from an accredited school or equivalent required. Associate degree in accounting, Business or Finance preferred.


Experience:

Three (3) years of automated payroll and electronic time keeping experience required, OR one (1) year of accounting experience with a minimum of two (2) years payroll experience required; HR experience preferred.


Knowledge of:

Automated payroll and electronic timekeeping, as well as standard payroll concepts, practices, procedures; and local, state and federal wage and hour compliance (such as overtime, meal/rest periods, leaves of absence, and FLSA) required.

Intermediate mathematics including fractions, percentages and simple interest; alphabetic and numerical filing sequences; telephone procedures; current office practices and procedures; intermediate level MS Excel skills; and other basic windows-based usage as it relates to accounting clerical work.


Ability to:
Make arithmetic computations rapidly and accurately; utilize a 10 key by touch; verify, reconcile and balance financial and statistical information from different sources; follow oral and written directions; interact effectively with co-workers and the general public, in
