Class Definition:


GENERAL STATEMENT OF DUTIES:

Within the Department of Labor and Training (DLT), to conduct a variety of program outreach activities to meet the employment needs of eligible military service participants, including transitioning service members, veterans, disabled veterans, and eligible military family members, and to increase opportunities for eligible military service participants in the areas of employment, job training, counseling, and job placement services; to make and maintain contact with eligible military service participants available through the Veterans' Administration, the employment service and other sources to disseminate information regarding the Department's special employment service program for veterans; and to do related work as required.


SUPERVISION RECEIVED:

Works under the general supervision with considerable latitude to exercise initiative and independent judgement; work is reviewed to ensure adequacy and achievement of program goals and objectives.


SUPERVISION EXERCISED:

May supervise the work of Disabled Veterans Job Assistant position and/or Local Veteran's Employment Representative, and/or clerical support staff.


Illustrative Examples of Work Performed:


  • Within the Department of Labor and Training (DLT), to conduct a variety of program outreach activities to meet the employment needs of eligible military service participants, including transitioning service members, veterans, disabled veterans, and eligible military family members, and to increase opportunities for eligible military service participants in the areas of employment, job training, counseling, and job placement services; to make and maintain contact with eligible military service participants available through the Veterans' Administration, the employment service and other sources to disseminate information regarding the Department's special employment service program for veterans.


To consult and coordinate with appropriate representatives of federal, state and local programs to develop maximum linkages to promote employment opportunities for and provide maximum employment assistance to eligible military service participants.


  • To perform outreach activities to locate eligible military service participants through contacts with local veterans 'organizations, communitybased agencies and vocational rehabilitation service providers.
  • To make and maintain regular contact with community leaders, employers, labor unions, training programs and veterans' organizations to provide information relative to eligible military service participants' availability for employment.
  • To contact employers to promote and develop apprenticeships and other onthejob training positions for eligible military service participants.
  • To conduct field visits to employers to hire eligible military service participants, and to provide eligible participants with onthejob training and apprenticeship programs.
  • To make and maintain contact with eligible military service participants, to keep them appraised of employment and training opportunities and to refer them to training, supportive services, and educational opportunities as appropriate.
  • To provide military service participants with, or facilitate the provisions for, intake and assessment, testing, job search assistance, and referral and placement.
  • To promote and monitor the participation of eligible military service participants in federally funded employment and training programs.
  • To prepare reports regarding compliance with federal laws and regulations with respect to special services and priorities for eligible military service participants.
  • To secure and maintain current information regarding available employment and training opportunities for eligible military service participants.
  • To identify eligible military service participants with readjustment barriers for assistance or referral to appropriate programs.
  • To assist, when requested by a federal or state agency, employer, or eligible military service participants, in identifying and acquiring prosthetic and sensory aid devices needed to enhance the employability of disabled veterans.
  • To disseminate information to eligible military service participants regarding laws, benefits and regulations.
  • To provide as required, employment and training services to nonveteran clients.
  • To do related work as required

Required Qualifications for Appointment:


EDUCATION AND EXPERIENCE:

Education:

Graduation from a college of recognized standing; and Experience: Employment in a position responsible for conducting interviews of a fact-finding or investigatory nature; or employment in a position providing technical assistance in employment counseling and/or training services.

Or, any combination of education and experience that shall be substantially equivalent to the above education and experience.
