SUMMARY:

The Fraud Prevention Specialist supports the agency fraud prevention policies. The Specialist will review and assess referrals and assist in the determination of action. Specialist collaborates in the decision making process related to action steps related to fraud investigations. Specialist acts as liaison between various departments within the agency and law enforcement officials in Los Angeles County.


RESPONSIBILITIES/ESSENTIAL FUNCTIONS:


  • Research and analyze information related to fraud allegations.
  • Make referrals of suspected childcare fraud to DPSS.
  • Serves as a custodian of records on behalf of Crystal Stairs, Inc.
  • Create and recommend plans for investigation of potential fraud cases and other irregularities.
  • Review files, research relevant documents, conduct interviews, and conduct Internet searches.
  • Effectively write and document investigation and summary of findings.
  • Coordinate and comply with all lawful requests for information from law enforcement, governmental entities,
and agencies (e.g., District Attorney's Office, DPSS, Housing Authority, etc.).

  • Order, make photocopies, and assemble documents as requested by DPSS and other government agencies.
  • Create and maintain fraud case files and update the fraud database.
  • Testify in court as a witness on behalf of the Agency.
  • Perform other duties as assigned.

Qualifications, Skills, Education and Experience:


  • Requires a Bachelor of Science/Arts degree from an accredited university. Coursework in legal education or criminal justice is desirable but not required.
  • Requires a minimum 2 years related work experience in fraud prevention, with a background conducting investigations. Experience working with families receiving subsidized childcare or other social support services preferred.
  • Requires knowledge of fraud and fraud prevention techniques and procedures.
  • Knowledge of research and/or investigative procedures required.
  • Knowledge of County, State and Federal contract requirements for Alternative Payment and Childcare Subsidy Programs preferred.
  • Must have sufficient knowledge of County, State and Federal contract requirements for Alternative Payment and Child Care Subsidy Programs.
  • Must have up to date COVID vaccination
