    The City of Puyallup is hiring for a Senior Plans Examiner to join the building division of the Development and Permitting Services Department.

    The focus of this position is building and related code compliance work for the City.

    The successful candidate will review plans and specifications for conformance with uniform building, fire, plumbing, mechanical and other municipal codes.

    Frequent contact with contractors, developers, the design community, other City departments and the public is required to enforce codes, coordinate activities and explain policies and codes.

    Work is conducted in the office and occasionally in the field at construction sites under a variety of weather conditions.

    The City of Puyallup is a community of 43,000 and is situated at the foot of scenic Mount Rainier.

    SPECIAL NOTE:
    The Plans Examiner classification may be considered during this recruitment depending upon the qualifications of the candidate pool. Salary range for this level is $6, $8,311.24 per month.

    Essential Functions

    Performs technical review of commercial and residential plans, specifications and calculations to verify conformance with the applicable adopted City codes; Writes clear and accurate correspondence to applicants documenting the review of said plans; May act as Building Code Official in his/her absence to perform related work as assigned; Meets with architects, engineers, contractors, developers, and other permit applicants to assist them in understanding code requirements; Researches the intent of code requirements to assist citizens in their attempts to comply with such requirements; Coordinates, monitors, evaluates and works with staff to continuously improve inspection and plan review activities and processes; Assists in the development of, and implementation of, various training programs; Works with the Building Code Official to develop division goals and objectives; Attends Development Review Team and Pre-Application meetings when assigned; Researches, analyzes and reviews existing and proposed code requirements and makes recommendations for changes and/or adoption to management; Operates computer equipment to maintain files, records, and reports related to plan review, building inspection and code interpretation processes; Although the above plans examination functions are the primary responsibilities of this position, duties also include the following building inspection and permit counter functions:

    § Conducts field inspections at various stages of construction to ensure compliance with codes;

    § Discusses problems with contractors and seeks compliance with codes;

    § Issues stop work orders and notices of violations in cases of non-compliances;
    § Contacts owners of hazardous buildings, advises of code requirements;
    § Inspects existing dwellings to determine conformance with City housing codes;
    § Answers questions for the public over the telephone or in person relating to the requirements of codes;
    § Studies new material, methods and application of building construction to keep abreast of modern developments;
    § Keeps records, plans and specifications and prepares reports;
    § Operates computer equipment to maintain inspection records and generate notices and other written materials;
    § Occasionally issues and accepts permit applications as part of front counter operations.

    Performs other duties as assigned.

    Qualifications


    Knowledge of:


    The provisions of the International Building Codes and related codes; The various types of building construction materials and methods; The stages of construction when possible violations/defects may most easily be detected and corrected.

    Report preparation and records maintenance procedures. Legal and administrative principles and techniques of plan review and the building inspection process.


    Ability to:


    Read and interpret plans, blueprints and specifications and compare these with construction in process or with provisions of the code; Work in a variety of weather conditions; Safely operate a City vehicle; Detect poor, inferior materials and construction techniques which pose a structural safety hazard in the construction of buildings; Enforce building codes and regulations with firmness, tact and impartiality; Learn and operate computer permit tracking software; Communicate technical information effectively using various media.

    Develop rapport with a wide variety of people and effectively solicit cooperation. Work as an effective and contributing member of the Development Services Department. Learn and adopt to new building codes and/or rules.


    Education and Experience:
    Graduation from high school or GED, previous experience as a building inspector, and five years of plan review experience.

    An associate's degree in building inspection technology, engineering, architecture or other related field may substitute for one year of the required experience.

    Or, any equivalent combination of related education and experience which provides the required knowledge, skills, and abilities.


    SPECIAL QUALIFICATIONS

    • Possession of International Code Conference (ICC) Certification for Plans Examiners, Building and/or Plumbing or Mechanical Inspector; third certification must be obtained within twenty-four months of appointment.
    • Possession of or the ability to obtain, and maintain throughout employment, a valid Washington State driver's license.

    DESIRED QUALIFICATIONS

    • Possession of the above four ICC certifications.
    • Extensive public sector plan review experience.
    Physical Characteristics and Work Environment

    Constant use of sight, hearing, and speech abilities to perform essential functions and communicate with others.

    Constant fine finger manipulation and use of hands and arms in reaching/handling/fingering/ grasping while operating office equipment and computers, preparing written documentation, handling materials, paperwork, etc.

    Frequent sitting, may be extended at times, while doing desk activities. Frequent bending/twisting at waist/knees/neck while reaching for materials, working at desk, worktable, or moving from sitting to standing position.

    Frequent standing in combination with walking (short distances) throughout work shift in office areas; standing may be extended at times.

    Occasional lifting/carrying up to 30-pound file boxes, office materials, documents, etc. Occasional pushing/pulling force up to 10 pounds opening doors, drawers, and moving materials. Occasional climbing on step stools, ladders and stairs. Works primarily indoors in an office environment with low noise levels with occasional field visits to construction sites. Work requires the safe operation of City vehicles to move from site to site.


    SELECTION PROCESS

    The appointing authority may conduct second interviews.
    Notification -

    Following submission of application, an email acknowledgment receipt of application is given.

    Persons selected for an interview and/or testing will be notified by email, normally within 15 working days following the closing date on the job announcement.

    Not Selected -

    No formal notification is usually sent by the City to applicants not selected for an interview or test.
