JOB DESCRIPTION:

SUMMARY OF THE POSITION:

The Outreach Housing Stabilization Supervisor (OHSS) is responsible for planning, assigning, reviewing, supervising and managing day-to-day activities of Outreach Housing Program staff responsible for providing complex placement and stabilization services.

This team will provide placement and stabilization services for the targeted group of long-term unsheltered individuals in designated BHA public housing units as well as provide housing stabilization to other Outreach clients placed in housing.

This team will work very closely with BHOT Outreach Specialists and Clinicians and the Veterans Outreach Team who provide the initial engagement and ongoing support and evaluation of unsheltered individuals.

The OHSS position will be the principle liaison for the program with internal partner programs including the Outreach Van, Shelters, MATCH team, Triage Department and external partners at the Mayor's Office of Housing, Boston Housing Authority, Department of Mental Health, Boston Healthcare for the Homeless and others.

Like all members of the PSI Outreach Programs, OHSS staff may be called on during extreme weather alerts to support BHOT staff providing safety coverage to unsheltered individuals or vulnerable individuals placed in housing.

The OHSS oversees the maintenance of client records in Clarity (or current HMIS database) and will meet or exceed program outcomes related to obtaining vital documents, expediting placement, supporting heath, mental health, and recovery, pursuing asset development and self-sufficiency of the unsheltered and placed individuals served by the program.

The OHSS will work within the framework of Harm Reduction, Trauma-Informed Care, Housing First principles, and Pine Street Inn's Mission, Vision, and Values.

The OHSS will work with the Associate Director of OHP, Associate Director of BHOT and the Director of Daytime Outreach as a resource to the Outreach Team to organize daily team plans, achieve program goals, develop and implement appropriate policy and procedures, as well as ensure excellence in data quality for the program.

The Outreach Housing Stabilization Supervisor will work from the following principles:

  • Shelter is a temporary safety net, not a home.
  • All individuals experiencing homelessness, regardless of their housing history and duration of homelessness, can achieve housing stability in permanent housing.
  • Sobriety, compliance in treatment, or a clean criminal history is not necessary to gain or succeed in housing. Homelessness programs and housing providers should follow the principles of the "Housing First" model.
  • Those we serve are partners in all or our work with them.
  • Foster strong rapport and leverage client strengths and assets to expedite progress off the street, out of shelters, and into housing.
  • Recognize the impact of violence and victimization on development and coping strategies.
  • Employ an empowerment model and look to understand client behaviors as adaptive responses.
  • Utilize Motivational Interviewing to engage client choices.
  • Minimize the possibilities of retraumatization.
  • Strive to be culturally competent and to understand each person in the context of his or her life experiences and cultural background.
