The goal of the Business Development Division (BDD) is to recruit, develop and retain emerging minority-owned, woman-owned and locally based business enterprises.

Entry into public sector work remains a challenge for MWLBE. To reduce these barriers, BDD helps qualified MWLBE firms do business with the SCA. The Business Development Division recruits firms through community outreach and participation in various minority trade shows, conferences and forums. The SCA's MWLBE program provides opportunities to participate in the SCA's contracting and RFP processes and gain valuable experience. To be eligible for opportunities offered by Business Development Division, a business must become MWLB certified and prequalified.

Job Description Summary


The Manager of Operations, Business Development Department (BDD) reports to the Chief Diversity Officer or BDD Director, as assigned and is responsible for conducting comprehensive MWLBE utilization reviews to ensure that contractors and consultants abide by applicable MWLBE regulations, SCA guidelines and contract requirements.

Assists in the oversight and development of systems, to determine risk, deficiencies and effectiveness of SCA MWLBE programs and initiatives.

Responsible for the coordination and development of processes and procedures that will impact the operations of Business Development Diversity Programs.


Job Description:


Responsibilities include:

  • Assists in the development, recommendation, and implementation of policies, procedures and participation goals for the SCA's MWLBE programs relating to the procurement of contracts for goods, services, materials, professional services, and construction projects.
  • Responsible for MWLBE contract compliance on an assigned portfolio of CIP, Line and other projects.
  • Assist in the enhancement of metrics for measuring the effectiveness of compliance programs, efforts and strategies.
  • Utilizes statistical reports on M/WLBE utilization to develop programs and training to address areas of vulnerability for M/WLBE firms working with the SCA.
  • Participate and lead in the development of Request For Proposals (RFP), response to audit reports and development of any other reports necessary for the Business Development Department.
  • Represent BDD as a voting member of SCA RFP selection committee.
  • Represent BDD at MWLBE Marketing and Outreach events.
  • Represents the Authority and BDD at M/WLBE networking and development related events, including setup and logistics.
  • Performs other related tasks and duties as assigned or required.

Minimum Qualifications:

  • Baccalaureate degree
  • Six years of full time experience in project management, design, construction, operations, administration, architectural, or mechanical/plumbing estimation or a related field; four years must have been in a supervisory (supervision of subordinate employees) or management (manage a function, unit, or process) capacity; or a satisfactory combination of education & experience.
