Job Summary:


In a multi-skilled role, the Partnership Advisor contributes to the Systems Improvement Services department achievement of identified goals, including partnership development and management, public outreach, creation of cross-systems, cross-branch and cross-partnership opportunities, and advancement of child welfare practice, state policy reform, and court improvement in support of achieving Casey's 2020 goals.

This position is responsible for ensuring that national partnerships are integrated with and support the work of the organization at the state and national levels and across CFP units with partnerships efforts.


Essential Responsibilities:

  • Identifies, shapes and implements strategic partnership opportunities and strategies to advance Casey's stated outcomes in meeting the 2020 goals including direct collaboration with and consultation to the partners to execute the work efforts as part of Direct Qualifying Expenditures (DQE) requirements.

  • Facilitates the engagement of partnerships in support of the work in states/jurisdictions/tribes (with strategic consultants and other Casey teams. Provides consultation, technical assistance and strategy recommendations to Director, Systems Improvement staff, field offices and to other state/county tribal systems partners in leveraging and implementing strategic partnerships.

  • Monitors, negotiates and manages designated relationships with key partners. Works closely with national partners on the development, implementation, sustainability and tracking of work efforts that lead to child specific outcomes that support Casey 2020

  • Identifies and analyzes current and emerging state and local policy/practice issues and trends affecting youth and families in or potentially entering the child welfare system in collaboration with the Public Policy unit and Strategic Consultants at Casey as well as a broad base of stakeholders within Casey, national organizations, judiciary, and partners in child welfare, and promotes appropriate policy and programmatic responses through partnerships

  • Writes and edits documents, articles, talking points, reports and other materials that encompass the work of the partnerships for both internal and external audiences.

  • Leads and assists in quality improvement within the Child Welfare Partnerships and SI Services. Coordinates work with other team members or work groups as well as other organizations that may influence work product and outcomes.

Qualifications:


  • Master's Degree required; preferably in Social Work or Public Policyrelated area including Public Administration, Law or other closely related field required and at least 7 years progressive experience in social work, court work or public policy work that is focused on child welfare and at least 7 years experience in program development, and evaluation, and/or consultation required.
  • Demonstrated capacity to provide leadership in the development and implementation of strategies to successfully deal with current or emerging issues.
  • Excellent interpersonal skills including demonstrated experience and skills in building relationships, negotiation and conflict resolution with staff at all levels and in creating trusted relationships with complex external organizations.
  • Demonstrated experience consulting on policy, child welfare practice, working with judiciary and legislature, and/or managing partnerships and community relations. Knowledge of public child welfare policy, practices and state and local governments is essential.
  • Demonstrated excellent written and oral communications skills
  • High level problem solving skills and research/analytical ability including the ability to obtain and interpret information and make specific recommendations
  • Ability to work effectively as part of a team in a fast changing environment, to work productively with limited supervision and to work to deadlines.
  • Proven track record in leading collaborations and providing consultation to leverage collaborations and managing to desired outcomes
  • Ability to protect the confidentiality of sensitive information by learning and following all relevant policies and protocols and using sound judgment in the handling and sharing of that information.
  • Physical requirements include the ability to lift and reach for light objects; close visual acuity to prepare and analyze data, text, and figures; ability to type utilizing a computer keyboard; ability to travel to outside locations; and the ability to work at a computer for extended periods of time as a primary job function.
  • Local travel as well as occasional out of town travel may be required. Driving on Casey business may require use of personal vehicle; adherence to vehicle safety guidelines and qualification for insurance is required.
