SUMMARY:


The Behavioral Health Unit Manager ensures that the Behavioral Health Unit meet all
Mental and Behavioral Health administrative standards and productivity, work with Medical Director and other leadership including the Director of Performance Improvement to meet quality expectations and quality standard by complying with APHCV's internal policies and procedures, and external regulations, programs and requirements.


The
Behavioral Health Unit Manager (in rest of document abbreviated BH Unit Manager) administratively assures the delivery of services by monitoring the quality and timely availability of BH care to all APHCV patients at all APCHV service locations.

This includes administratively tracking of quality of care measures by BH team members (BHCCs, LCSWs and Psychiatrist), adherence to standards of care, productivity and performance and implementation of policies and procedures.

BH Unit Manager is not clinically assuring the quality of BH service as it is the role of Medical Director.


The BH Unit Manager shall maintain a close working relationship with the Medical Director, Director of Performance Improvement, Maternal Child Health Manager, Director of Clinic Operations, and Clinic Managers to help assess and facilitate service delivery.

He/She will oversee day to day effective case management and operations of the Behavioral Health Unit.

He/She also is a member of the TQM, APHCV QI and QA Committees, Women's Health QI/QA Committee, and Pediatrics QA/QA Committee.


He/She provides assistance and reports as requested by the Medical Director and the above committees with data collected in collaboration with the Director of Perfomance Improvement or designees.

APHCV expects all employees to respond and participate to emergencies per emergency policies and procedures.

For the BH Unit Manager, this includes helping to facilitate a response to mental illness crises but not direct counseling outside of training.

APHCV requires all staff to comply with Standards of Conduct and Compliance Program related policies and procedures. Such compliance is part of this position's performance evaluation.


DUTIES AND RESPONSIBILITIES:


The BH Unit Manager is responsible for administratively ensuring that BH Unit staff meet quality of care standards and productivity expectations, reviewing /writing /implementing policies and procedures (P and Ps), conducting staff training on P and Ps, and providing internal spot checks /audits /findings with recommendations (with specific key performance indicators) for TQM committee.

He/She shall do so by working with appropriate supervisors if the BH Manager is not a direct supervisor of staff or operations of APHCV service locations.

- **Behavioral Health Unit Administrative functions (40%)*
  • Supervise, training and evaluate BHCCs performance. Document and communicate performance expectation. Provide corrective action plans for staff that are not meeting set program goals and objectives including but not limited to correct documentation in the patient medical chart.
  • Organize and execute BH Team/staff meeting and training. Prepare agenda, notes,and follow up items are completed.
  • Preparr related reports and perform other tasks as may be assigned
  • Support the overall compliance program of the APHCV
  • Keep abreast of policy and procedural changes that affect service delivery including Telemental (telehealth/telemedicine) Regulations (working with Billing Manager).
  • Effectively communicate requirements and changes to the Unit staff.
  • Support service delivery by monitoring provider schedules to ensure that next day appointment charts are prepared within a timely fashion.
  • Coordinate mental health visits; track Patient noshows (see table on last page)
  • Esure BHCC I's in ensuring the calls are made.
  • Track progress of Patients and help alert LCSW of Patients who are deteriorating.
  • Generate quarterly summary of progress in PHQ9 for all actively treated Patients with help of IT/IM staff for LCSW
  • Provide summary to Medical Director who then reviews and presents to QA Committee and annual summary for APHCV Board
- **Behavioral Health Patient Services (60%)*
  • Administer or delegate to BHCC I to perform Patient Health Questionnaire9 (PHQ9) Depression as GAD7 General Anxiety Disorder assessment tool at least every 2 months for those who are under treatment with diagnosis of depression.
  • Work with clinic operation and medical staff to facilitate and improve if necessary Patient flow, reviewing scheduling done by BHCC I and prioritizing Patients in Triage function based on severity of PHQ9 and/or GAD7 test scores.
