    Description

    Position Focus:

    Reporting to the Associate Director of Research Administration, Post-Award, at the Yale School of Public Health (YSPH), the Manager of International Research Administration, Post-Award, will supervise a team of accounting & financial staff to deliver efficient oversight and execution of the school's most complex international awards, which span over 20 countries and requires unique expertise and oversight to ensure compliance with legal requirements of each country. This position supports the efficient management of international subaward agreement issuance, reporting, monitoring, and execution of payments internationally. Develops and maintains associated key performance indicators and monitors compliance standards for assigned portfolio to inform and advise decision-making by unit and University leadership pertaining to systemic, policy, or procedural barriers to effectively carrying out international research collaborations. Responsible for providing expert analytical and financial services, guidance and consultation to faculty and staff, including engaging with the school's Director of Compliance and Training to deliver training and onboarding in sphere of expertise, as necessary. Ensures work output is of superior quality, and the use of Principal Investigator's research funds are optimized while mitigating risk of non-compliance for all awards within assigned portfolio. Partner with the YSPH Pre-Award team, as necessary, to provide a high level of client satisfaction and seamless service to faculty through strong relationship management efforts. Interfaces with University offices such as Controller, Office of Sponsored Projects and external agencies, and works closely with other department personnel to identify best practices and areas of need. Provides portfolio and managerial support when analysts or managers are unable to fulfill their duties.

    Partner with Office of Sponsored Projects and Sponsored Projects Financial Administration to identify and recommend solutions for efficient international Post-Award research management. Employ judgment and expertise in identifying the appropriate stakeholders to include in consultations, communications, approvals or buy-ins for designing and implementing changes. Analyze and synthesize information to design and create accurate and timely reports that meet the compliance needs of internal and external users. Extract and consolidate data from multiple sources.

    Manage team resources to monitor and plan long-term budgeting, forecasting, and financial management activities for a large and complex portfolio of sponsored awards. Maintain current knowledge of university finance and budgeting processes and applicable federal, state and university policies and procedures and the activities of designated portfolio to ensure effective budget control, financial management, and reporting to both internal and external parties. Interpret accounting policies, procedures, and processes and establish, implement and/or maintain strong internal controls in areas of assigned responsibility to provide reasonable assurance of effective and appropriate resources use, accurate financial information, and adherence to contractual obligations and agreements, policies, procedures, and external regulatory requirements.

    Develop/maintain SOPs for extensive international Post-Award training. Manage a staff of exempt and/or non-exempt employees. May perform other duties as assigned.

    Essential Duties

    1. Financial modeling and forecasting: Provides specialized technical analysis to determine present and future financial performance. Organizes information from a variety of sources to establish data banks for use in analyzing and creating future plans and forecasts. Guides and collaborates with all levels of management, both internally and externally, to gather, analyze, summarize, prepare, and present recommendations regarding financial plans, trended future requirements, operating forecasts and/or similar complex financial matters. Researches and evaluates information to resolve issues and/or influence decisions. Conceptualizes, develops and executes multi-variable complex financial models. 2. Financial Analysis and Reporting: Analyzes and synthesizes information and designs and creates accurate and timely reports. Designs financial reporting to meet the compliance needs of internal and external users. Extracts and consolidates data from multiple sources. 3. Financial methods and systems: Influences, plans, and designs methods to improve practices, processes and systems. Leads and partners with all levels of internal and external contacts to execute departmental and/or institutional level goals. Provides a high level of service that cultivates and maintains strong working relationships and effectively communicates information; takes ownership and accountability for timeliness, accuracy and relationship management. 4. Strategic Resource: Translates department finance strategies into goals. Anticipates, identifies, and raises potential financial opportunities, issues, risks, ideas and solutions. Employs judgment and expertise in identifying the appropriate stakeholders to include in consultations, communications, approvals or buy-ins for designing and implementing changes. 5. Compliance and risk management: Establishes, implements and/or maintains strong internal controls in areas of assigned responsibility to provide reasonable assurance of effective and appropriate resources use, accurate financial information, and adherence to contractual obligations and agreements, policies, procedures, and external regulatory requirements. 6. Mentors, leads and/or supervises staff. 7. May perform other duties as assigned.

    Required Education and Experience

    Bachelor's degree in Accounting, Business, Economics or Finance and six years of related and demonstrated experience or an equivalent combination of education and demonstrated experience. Demonstrated application of financial, accounting and economic concepts.

    Required Skill/Ability 3:

    In-depth knowledge of research administration guidelines, 2CFR Part , and other sponsor specific regulations. Demonstrated ability with fund accounting and/or grant and contract administration.

    Required Skill/Ability 4:

    Well-developed financial, planning, organizational, problem-resolution skills.

    Required Skill/Ability 5:

    Thorough working knowledge of PC-based tools including Microsoft Office Suite, database administration, and other related software. Familiarity with financial management systems.

    Preferred Education, Experience and Skills:

    Previous Sponsored Award financial management, demonstrated experience with Yale's financial system; Workday Financials, YBT and IRES. Demonstrated experience in managing, mentoring and advising staff.
