JOB SUMMARY:
Under direction, plans, organizes, schedules and supervises activities of the Projects Department.
This includes coordination and follow-through on design and construction-related services for renovation of existing Community facilities and/or construction of new Community facilities; coordination and supervision of engineering management research and operations analyses involving major Community functions; supervises ongoing maintenance contracts; coordinates outside architectural, engineering, and planning services; and performs related work as required.
Supervision is exercised over Project Engineer's, Construction Management Specialist, Assistant Engineers and Streets and Sidewalks Work Center through the foreman.
ESSENTIAL FUNCTIONS:
- Confers with the Construction Services Director concerning objectives, new or revised policies, operating problems and matters affecting other departments and divisions; plans and implements new programs or procedures in accordance with established objectives.
- Develops work programs and schedules; supervises and directs the work of subordinates within the Department; plans and supervises the development of department training and safety programs; selects and evaluates employees; provides feedback to employees throughout their review period
- Performs research and analyses for projects; prepares scopes of work and assist in specification preparation for RFPs; performs cost estimating in an effort to develop project budgetary costs; prepares reports and make presentations on a variety of maintenance/construction related issues; tracks project schedules, implementation processes, and assist on an asneeded basis with construction inspections; assesses manpower, schedule, cost and time requirements, define purpose, objective and specific tasks.
- Supervises operations of the Projects Department and subordinates within the Projects Department; work closely with outside consultants and contractors who provide designs, studies, analyses, and maintenance/construction services for Community projects; monitors contract compliance; oversee the schedule and budget for various contracted services provided to the Community relative to community facility maintenance and repair; plan, organize and supervise the upgrade, maintenance and repair of community facilities; implement improvement projects as approved by the Boards of Directors.
- Provides technical and managerial leadership on a daily basis; coordinates interdepartmental activities between Maintenance and Construction Services Departments; interface with senior management, regulatory agencies, utility providers, professional consultants, contractors and resident directors as required.
DESIRABLE QUALIFICATIONS:
Graduation from an accredited four-year college or university with major course works in civil engineering, construction management, business, or equivalent combination of education and experience which produces the following:
- Knowledge of computer and applicable software programs.
- Knowledge of the principles of administrative management and sources of authoritative information.
- Knowledge of the principles and practices of civil engineering, construction management and inspection, technical writing, and cost estimating.
- Knowledge of methods of report and design document presentation.
- Knowledge of administrative practices and procedures relative to construction, maintenance and repair of streets, sidewalks, walls, gutters, roofing, elevators, underground piping, and storm sewers.
- Ability to coordinate and supervise the work of subordinates in a manner conducive to full performance.
- Ability to design, conduct, analyze and interpret research findings.
- Ability to write and orally present clear and concise reports, scopes of work and specifications.
- Ability to effectively interpret design and construction documents and perform quality control checks of same.
- Ability to multitask, remain flexible, prioritize, and delegate appropriately.
SPECIAL REQUIREMENTS:
- Possession of a valid California driver's license.

$ $44.47 per hour
