    Social Work:

    The Social Worker (ICMHR - Intensive Community Mental Health Recover ICMHR) (PC - Program Coordinator) oversees planning, establishing, and implementing policies and procedures, establishing program goals and objectives as well as monitoring, evaluating, and coordinating services. They may also provide direct clinical services and travels for home visits and community outreach sites (GSA vehicles will be used for this purpose) and provide supervision for subordinate staff to qualify for licensure.

    The Program Coordinator:
    • Ensures the Social Workers and Nurses whom they supervise are aware of, adhere to all current directives of VHA, The Joint Commission (TJC), Commission on Accreditation of Rehabilitation Facilities (CARF), State licensure standards, and VA-Office of Inspector General (OIG) expectations.
    • Conducts ongoing performance reviews and appraisals to ensure the accomplishment of objectives and adherence to standards set by the governing body.
    • Provides administrative, technical, and clinical supervision necessary for accomplishing the work of their program. This includes planning, organizing, implementing, directing, and evaluating a comprehensive range of Behavioral Health Services at the Amarillo Texas Veterans Health Care System.
    • Selects appropriate treatment interventions based on the Veteran's needs and ability to respond to such treatment.
    • Identifies and addresses major issues in the program and ensures compliance of local, VISN, and national program requirements including policy, procedure, mandates and legislation at the local, VISN, and national levels.
    • Applies and monitors systems and practice analysis techniques to monitor, evaluate and improve organizational efficiency and accessibility and is actively involved with ensuring compliance with TJC/CARF standards (e.g., design tracer tool to evaluate medical records for quality, safety and value).
    • Evaluates, oversees and delegates responsibilities according to strategic priorities for the Behavioral Health Leadership Team (BHLT), utilizing knowledge of internal and external interrelationships and interdependencies among various Behavioral Health Programs as well as those in an external environment to the BHSL.
    • Writes policies and procedures for the program, utilizing knowledge and skill in management and administration including supervision, consultation, negotiation, and monitoring.
    • Independently plans work to be accomplished by subordinates, sets and adjust short-term priorities, and prepare schedules for completing work.
    • Organizes, sets priorities, meets multiple deadlines, and evaluates their program. Completed work is reviewed for effectiveness in meeting VACO and overall administrative management objectives of data reliability for accurate quality.

    Work Schedule: Monday - Friday, 8:00 AM - 4:30 PM

    Pay: Competitive salary and regular salary increases. When setting pay, a higher step rate of the appropriate grade may be determined after consideration of existing pay, higher or unique qualifications, or special needs of the VA (Above Minimum Rate of the Grade).

    Paid Time Off: 37-50 days of annual paid time offer per year days of annual leave, 13 days of sick leave, 11 paid Federal holidays per year)

    Selected applicants may qualify for credit toward annual leave accrual, based on prior [work experience] or military service experience.

    Parental Leave: After 12 months of employment, up to 12 weeks of paid parental leave in connection with the birth, adoption, or foster care placement of a child.

    Child Care Subsidy: After 60 days of employment, full time employees with a total family income below $144,000 may be eligible for a childcare subsidy up to 25% of total eligible childcare costs for eligible children up to the monthly maximum of $416.66.

    Qualifications

    Basic Requirements:
    • United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
    • English Language Proficiency: Must be proficient in written or spoken English.
    • Education: Have a master's degree in social work from a school of social work fully accredited by the Council on Social Work Education (CSWE). Graduates of schools of social work that are in candidacy status do not meet this requirement until the School of Social Work is fully accredited. A doctoral degree in social work may not be substituted for the master's degree in social work. Verification of the degree can be made by going to to verify that the social work degree meets the accreditation standards for a masters of social work.
    • Licensure: Persons hired or reassigned to social worker positions in the GS-0185 series in VHA must be licensed or certified by a state to independently practice social work at the master's degree level. Current state requirements may be found by going to *Must be able to provide clinical supervision

    May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria).

    Preferred Experience:
    • At least one year conducting assessment of patients' needs in a healthcare setting.
    • At least one year working with a multidisciplinary treatment team.
    • At least one year in electronic medical record documentation of health and behavioral issues.
    • At least one-year working with mental health issues such as depression, anxiety, PTSD.

    Grade Determinations: GS-13:

    Experience: One year of experience equivalent to the GS-12 grade level. Experience must demonstrate possession of advanced practice skills and judgment, demonstrating progressively more professional competency. Candidates may have certification or other post-master's degree training from a nationally recognized professional organization or university that includes a defined curriculum/course of study and internship, or equivalent supervised professional experience.

    NOTE: to be equivalent to the GS-12 level, experience must be earned while having an advanced practice license in a U.S. State or Territory.

    Knowledge Skills & Abilities: In addition to the experience above, the candidate must demonstrate all of the following Knowledge, Skills and Abilities (KSAs):

    (a) Skill in coordinating and implementing one or more specialty program(s), across the facility.

    (b) Skill in local policy and practice development, procedures, and/or practice guidelines for the program as prescribed by the program handbook or national directive.

    (c) Skill in organizing work, setting priorities, meeting multiple deadlines, and evaluating assigned program area(s).

    (d) Ability to collaborate with internal and external partners to further program goals and enhance patient centered care.

    (e) Ability to provide the full range of supervisory duties including assignment of work to be performed; performance evaluations; and selection of staff, training, and recommendation of awards, advancements, and when appropriate, disciplinary action.

    (f) Ability to oversee the fiscal matters of the functions supervised (including fund controls, contracts, and equipment expenditures), forecast resource and equipment needs, and administer the allocated budget.

    (g) Knowledge of organizational structure and impact on program operations.

    Advanced Practice Licensure. Social Worker (Program Coordinators) must be licensed or certified by a state at the advanced practice level which included an advanced generalist or clinical examination, unless they are grandfathered by the state in which they are licensed to practice at the advanced practice level (except for licenses issued in California, which administers its own clinical examination for advanced practice) and they must be able to provide supervision for licensure.

    Duties continued:
    • Assigns work to subordinates based on priorities, selective consideration of the difficulty and requirements of assignments, and the capabilities of employees.
    • Evaluates work performance of subordinates.
    • Give advice, counsel, or instruction to employees on both work and administrative matters. Interviews candidates for positions in the unit; recommends appointment, promotion, or reassignment to such positions.
    • Hears and resolves complaints from employees, referring group grievances and more serious unresolved complaints to higher level supervisor or manager.
    • Effects minor disciplinary measures, such as warnings and reprimands, recommending other action in more serious cases.
    • Identifies development and training needs of employees, providing or arranging for needed development and training.
    • Finds ways to improve production or increase the quality of work directed.
    • Develops performance standards and monitors competency reviews.
    • Stays up to date on new issues, trends, and treatment techniques pertinent to the area of social work practice to ensure continued modernization of practice.
    • Maintains familiarity with social work community practice standards and current trends in social work assessment and treatment.
    • Utilizes a variety of techniques for data collection/analyses, workload capture, practice review, evaluation, and fact-finding.
    • May be responsible to: Advise Service Chiefs, MH Directors, Executive Leadership, or VISN Liaisons; Serve as liaisons to the facility committees and councils; Provide monthly, Quarterly or annual reports on implementation progress, as requested.
    • Participates in conference calls to coordinate medical center or network and implementation of VHA policies and procedures related to the program assigned.
    • Monitors competency of staff assigned and competency folders/requirements.
    • Reviews professional licensure of staff assigned; Monitors time and leave and leave approvals of staff to assure coverage; and continuity within section or program.
    • Monitors staff level of productivity and quality consistent with facility and Social Work standards and the complexity of the assignment.
    • Holds section meetings monthly or as required.
    • Completes minutes and program dashboards as needed or requested; and performs other related coordination or program duties as assigned. Duties are subject to change depending upon the need of the service.
    • Personal contacts are with physicians, social workers, nurses, technologists, technicians, and other medical care personnel and administrative personnel from other departments as well as patients and their families, and service and technical representatives. Supervisory and administrative contacts include meetings with the Chiefs of Service, Chief of Staff, and Director's office. Occasional contact with VISN representatives and Regulatory Agencies such as TJC, CARF and OIG may be required in order to provide requested information and/or data.Information is shared verbally or in writing with these contacts regarding budget process, clinical issues, patient concerns and/or data on the clinic and such outcomes.
    • Exercises fiscal responsibility and oversight in the preparation and execution of the programming budget, managing expenditures, and recommending reallocation of funds based on program needs.
    • Applies various guidelines to govern fiscal management, purchasing equipment and application of workflow require the position to use judgment and discretion for the program.
