Minimum Qualifications
"Permanent Transfer:

Current NYS Department of Health employee with permanent or contingent-permanent competitive service as an Associate Health Care Fiscal Analyst, SG-23; OR a current NYS employee with one year of permanent or contingent-permanent competitive service in a title allocated to G-21 or higher, and eligible for transfer to under Section 70.1 of the Civil Service Law.

Preferred Qualifications:

Knowledge of excel datasets, financial cost reports and an understanding of the various Medicaid reimbursement methodologies of New York State (NYS) Managed Long Term Care (MLTC).


Duties Description


The incumbent of this position will be engaged in the development, implementation, management, oversight and/or monitoring of Managed Long Term Care reimbursement programs within the Division of Finance and Rate Setting, including but not limited to project management, development of programmatic and financial policies and procedures related to streamlining and improving access to health care services and supports and the administration of the Medicaid program.

Specific duties include administration of rate setting activities related to the Partial Capitation, Medicaid Advantage Plus (MAP) and Program for All-inclusive Care for the Elderly (PACE) programs.

Promotion salaries are calculated by the NYS Office of the State Comptroller in accordance with NYS Civil Service Law, OSC Payroll rules and regulations and negotiated union contracts.
