Minimum Qualifications


At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination.

Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State.

While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.

Minimum qualifications for provisional appointment, non-competitive appointment or 70.

You must be a qualified employee of the New York State Department of Environmental Conservation and have had one year of permanent competitive or 55-b/55-c service as an Assistant Land Surveyor 2 or Land Surveyor Technician 1

Or


Open Competitive:
Either 1. four years of experience in land surveying that included conducting measurements of space, water, land and structures to determine boundaries, areas, elevations, alignments, volumes, and locations AND performing evaluation and analysis of field data and researching public and private land records;
Or 2. an associate's degree or higher in Cartography, Civil Engineering, Civil Engineering Technology, Surveying Engineering Technology, Forestry, Forest Technology, Land Surveying, Geography, Geographic Information Science, Geomatics Engineering, Geospatial Science, or Spatial Science AND two years of experience as described in Option 1

Reinstatement Eligible - Previously held the title on a permanent competitive basis or held a title as indicated under the transfer eligible section on a permanent competitive basis.

Duties Description
The Land Surveyor Technician 2 will participate in field surveys to investigate and examine evidence of real property boundary locations; make precise field measurements by operating modern

terrestrial and geodetic (GNSS) surveying instruments; record, reduce, and process survey data; plot survey results to create detailed base mapping; assist with work zone safety.

This position will assist with the research of records relating to the ownership and location of real property, assist in determining property line and highway boundary locations, prepare boundary survey maps and other maps for acquiring and managing state interest in real property and/or prepare digital terrain models and base mapping for the design of Capital Projects.

Will assist preparation of, review, and inspection of survey consultant contracts.

Assist in activities related to acquisition and disposition of real property, including detailed deed analysis and assistance to the NYS Attorney General's office.

Assist programs and the public with real property and boundary line questions and concerns, including boundary line maintenance. Expected to work alone in some activities when staffing levels require it. Will be required to carry equipment while performing field work.

Must have a valid driver's license or demonstrate the ability to meet the transportation needs of the position. Must be able to negotiate difficult terrain. Must be able to work in adverse weather conditions. Travel may be required. Overnight travel may be required. Telecommuting may be available, will be discussed at interview. For new State employees appointed to graded positions, the annual salary is the hiring rate (beginning of the Salary Range) of the position.

Promotion salaries are calculated by the NYS Office of the State Comptroller in accordance with NYS Civil Service Law, OSC Payroll rules and regulations and negotiated union contracts.
