Mid-Level Counterterrorism Vetting Analyst in the
National Capital Region.

Clearance:
Active Top Secret/SCI with current CI Poly within last four years.


Workplace Type:
This position is onsite and may allow for telework capability determined by the client.


Summary:


Counterterrorism Vetting Analysts assess the leadership, motivations, capabilities, plans, and intentions of foreign terrorist groups and their state and non-state sponsors.

Their key mission is to identify specific threats, warn of and preempt attacks, disrupt their networks, and eventually defeat terrorist organizations.

Counterterrorism analysts analyze a variety of information to gain a comprehensive understanding of a complex analytic issue and produce a range of written intelligence products.

Counterterrorism analysts also brief US policymakers, foreign partners, military officials, and intelligence and law enforcement agencies. They provide analytic support to law enforcement and other US government organizations. Agency analysts are encouraged to maintain and broaden their professional ties through liaison and professional meetings.


Essential Duties and Responsibilities:

As a Mid-Level Counterterrorism Vetting Analyst your responsibilities will include, but are not limited to the following:

  • Collects data, researches and analyzes the resulting raw data through the use of a variety of counterterrorism analytical tools. Data collection efforts are driven by external time-sensitive government requirements and may vary in quantity, frequency, urgency, and quality of data.
  • Researches, verifies and analyzes data using a variety of search tools, in order to conduct vetting and/or name correlation.
  • Writes and reviews all assessments generated to ensure compliance with applicable standards. If assessments are noncompliant, then the assessment will be returned to the originator for corrections.
  • Maintains a log of assessments generated and tracks them from receipt to final publication. The log will be maintained for daily viewing by the Activity Manager and of his/her staff.
  • Plans, develops, organizes, and conducts special research studies providing comprehensive assessments of broad, exceptionally complex, or highly sensitive issues within the assigned area.
  • Develops methods of evaluating the validity, accuracy, and reliability of a broad array and high volume of information, for translation into intelligence relevant to the organization.
  • Analyzes the significance and policy implications of issues in the assigned areas.
  • Initiates contact with personnel stationed overseas, other intelligence analysts, and experts in specialty fields to validate and ascertain reliability of information.
  • Analyzes intelligence reports and data to make recommendations which inform the development of agency programs.
  • Develops strategies for major areas of uncertainty in domestic and international political, social, or economic policies, trends, or situations that had potentially significant repercussions to the agency, to the United States, or internationally.
  • Provides interpretation of intelligence analysis and draft critical intelligence assessments.
  • Apprises policy and intelligence officials at all levels, within and outside the organization, on emerging issues by preparing intelligence reports and presenting oral briefings.
  • Responds to requests for information from a wide variety of sources.
  • Serves as technical expert, independently developing and maintaining critical relationships with various stakeholders in the government, private industry, and academia to further USAID's intelligence research, operations, and development efforts.

Required Experience:


  • Have an understanding of the Intelligence Oversight rules as found on EO 1233
  • Minimum of five years analytical experience with US Government agencies at the GS09/11/12 level (or equivalent),
  • Be proficient in utilizing intelligence related automation to support analytical efforts and product development.
  • Possess strong research skills:
  • Must be able to plan, develop, organize and conduct special research studies providing comprehensive assessments of broad, exceptionally complex, or highly sensitive issues within the assigned area.
  • Develop methods of evaluating the validity, accuracy, and reliability of a broad array and high volume of information, for translation into intelligence relevant to the organization.
  • Possess a strong counterterrorism analysis and/or threat finance background.
  • Possess strong verbal and written communication skills:
  • Must be capable of articulating thoughts, ideas, and opposing points of view through all forms of communication with both internal and external government agencies to effectively carry out the duties of this position.
