Business Analyst - Department of Veterans Affairs (VBA Central Office)

Position Description:
Sprezzatura is seeking an experienced and dynamic Systems/Business Analyst to support the VBA Central Office.

As a Systems/Business Analyst, you will be responsible for analyzing business requirements, evaluating systems, and designing solutions to support the VBA Central Office's mission of providing exceptional services to our nation's veterans.

Your expertise in systems analysis, business process improvement, and stakeholder engagement will contribute to the successful implementation of technology solutions within the VA.

Responsibilities:

Business Requirements Analysis:
Collaborate with stakeholders to gather and analyze business requirements for technology solutions. Translate business needs into clear and concise functional and technical specifications.

Improve requirements documentation accuracy and clarity for projects, using standardized formats and templates to ensure alignment between stakeholder expectations and project deliverables.

Demonstrate expertise in requirements elicitation techniques such as interviews, surveys, and workshops to gather comprehensive and unambiguous requirements from stakeholders.

Effectively prioritize and categorize requirements based on their importance and relevance to project objectives.
Validate and verify documented requirements accurately reflect stakeholder needs and can be effectively implemented by the development team.

Proficiency in process modeling and analysis techniques such as BPMN (Business Process Model and Notation) to map out current processes and identify bottlenecks or inefficiencies.

Develop critical thinking skills to propose innovative solutions and improvements.
Engage with cross-functional teams to implement solutions and drive project success.
Provide insights and recommendations based on data analysis to support strategic decision-making.
Act as a liaison between business stakeholders and technical teams to ensure alignment and successful project delivery.

Systems Evaluation and Selection:
Evaluate existing systems and technologies to identify opportunities for improvement. Research and recommend new systems or enhancements to existing systems to meet business requirements.

Stakeholder Engagement:

Collaborate with cross-functional teams, including business users, IT professionals, and vendors, to understand their needs, solicit feedback, and ensure alignment between business requirements and system capabilities.

Business Process Improvement:
Analyze current business processes and identify areas for improvement. Propose and implement process changes that streamline workflows, enhance efficiency, and optimize resource utilization. Conducting root cause analysis to understand the underlying reasons for process issues.

Qualifications:
Bachelor's or Master's degree in Computer Science, Information Systems, Business Administration, or a related field.
Minimum of 6 years of experience in business analysis, with a focus on process improvement
Expertise in process modeling and analysis techniques such as BPMN (Business Process Model and Notation)
Familiarity with Human Centered Design approach to business analysis

Strong understanding of systems analysis methodologies, business process modeling, and requirements-gathering techniques.
Familiarity with software development life cycle (SDLC) and project management principles.
Proficiency in documenting functional and technical specifications, use cases, and system requirements.
Experience in evaluating and selecting technology solutions, including commercial off-the-shelf (COTS) and custom-built systems.
Strong analytical and problem-solving skills, with the ability to analyze complex systems and propose innovative solutions.
Excellent communication and interpersonal skills to effectively engage stakeholders at all levels of the organization.
Ability to work collaboratively in a team environment and manage multiple priorities in a fast-paced environment.
Understanding of government operations and experience in the healthcare industry is a plus.
Professional certifications such as CBAP (Certified Business Analysis Professional) or PMI-PBA (Professional in Business Analysis) are desirable.

Experience with various software tools and technologies for analysis, reporting, and process modeling. Proficiency in tools such as Visio, Word, Excel, SQL, data visualization tools, and business intelligence platforms.

Strong analytical skills with the ability to translate data into actionable insights.

Excellent writing, communication, and interpersonal skills, with the ability to effectively engage and influence stakeholders at all levels of the organization.

Experience working with Agile methodologies and tools such as JIRA.
