Duties:


The IT Specialist (SYSANALYSIS-PLCYPLN) / COR - Contracts and Projects will:


  • Work closely with the Project and/or Program Managers to oversee the performance of the contract and ensure that the Contractor complies with all of the requirements of the statement of work (SOW), specifications, or performance work statement (PWS).
  • When requested by the Contractor, provide technical assistance within the scope of the contract. When a difference of opinion between you and the Contractor occurs, notify the Contracting Officer and/or the Contract Specialist immediately for resolution.
  • Monitor and evaluate the contractor's performance to determine if it meets the standards set forth in the contract.
  • Monitor and evaluate whether the contractor meets the technical requirements under the contract by the delivery date(s) and/or within the period of performance.
  • Evaluate whether the contractor performs within the price or estimated cost stated in the contract, Review and approve invoices using the rates and other fees established in the contract. Review the Contractor's invoices/vouchers for reasonableness and applicability to the contract and recommend approval or rejection for payment.

This position involves travel. A government contractor-issued travel card will be issued and must be retained for official business only.

This position may be eligible for occasional and/or regularly scheduled telework.

The number of telework days approved will be determined by your immediate supervisor or manager following the agency's telework policy and guidance.

If participating in the telework program, you will be required to sign a telework agreement detailing agency telework policy requirements, working conditions, and expectations for the position.

Permanent Change of Station (PCS), Relocation, and Recruitment Incentive authorization varies by position/selection and a service agreement may be required.

Federal applicants must have served 52 weeks at the next lower grade in the competitive or excepted service in the executive branch to satisfy time-in-grade restrictions contained in 5 CFR 300, Subpart F.

Applicants selected under delegated examining procedures may be required to successfully complete a one-year probationary period (unless already completed).


Qualifications:

To meet the minimum qualifications for this position, you must meet the specialized experience requirements.


To qualify for the Grade 14, you must have at least one year of experience equal or equivalent to the GS-13, it must include:


  • Experience performing Contractor's Officer Representative (COR) functions for Information Technology projects, including but not limited to software development and IT Infrastructure and Operations

Experience producing procurement-sensitive documents, including Statements of Work (SOW), Performance Work Statements (PWS) and Independent Government Cost Estimates (IGCEs)
:

Experience reviewing and approving deliverables and invoices on various contract types, including Time and Materials contracts.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs):
