    The mission of the Building Division is to provide the highest level of customer service for the citizens of Citrus County, while administering and enforcing all building and related codes, in order to protect the health, safety, and welfare of the public.

    The Development Review/Permitting Specialist receives, and processes permit application packages, verifies completeness, routes packages to other agencies for review.

    Receives and processes review comments, final process application packages, and issues permits accordingly.

    Depending on qualifications, may consider candidates that qualify as Development Review/Permitting Specialist I, II, or III.

    The schedule for this full-time position is Monday through Friday 8:00 AM to 5:00PM. The location for this position is the Lecanto Government Building, Lecanto, Florida.

    Answer phone calls, route calls to appropriate person or agency.
    Performs basic clerical work including, but not limited to, filing, email routing, creating files, receiving, and stamping paperwork. Assists other permitting specialists, as needed.
    Fulfills public records requests, locate files and associated information.
    Processes various documents and routes to the appropriate person.
    Responds timely to inquiries via correspondence by phone, walk-ins, and email.
    Assists the public with permit application requirements and processes procedures to contractors, owner-builders and permitting agencies.
    Performs other duties as required.
    Ensures that all permitting documents are complete and are in proper order.

    Educates, explains, and assists the public in understanding federal, state, and local laws, ordinances, codes, policies, and procedures as it pertains to the permitting process.

    Performs data entry to permitting software, processes and routes permit packages and final process permit applications for issuance.

    Serves as liaison between the applicant and various review agencies to include Utilities, Fire Prevention, Planning, Engineering, Environmental Health, Building Plan Review, and others.

    Verifies parcel identification, ownership, legal description from public records and submitted documentation.
    Extracts permitting information from blueprints and other construction documents.
    Extensive working knowledge of construction licensing laws and regulations.
    Knowledge of workers compensation, general liability insurance, and construction lien laws.
    Reviews site plans for zoning compliance.

    Ability to read surveys and site plans.
    Extensive working knowledge of the Land Development Regulations.
    Education, Training, and Experience
    High school diploma or GED equivalent.
    Two (2) years office or clerical experience.
    Previous experience in residential development, permits, and planning, preferred.

    Certificates, Licenses, Registration, Skills
    Valid Florida Driver License or must obtain within 30 days of establishing residency in Florida.
    May require Notary Public Certification.
    Excellent customer service skills, communication skills and strong attention to detail required.
    Must have strong organizational skills to plan, prioritize, multi-task and independently execute projects/tasks within specific deadlines while maintaining flexibility.
    Ability to effectively communicate (verbally and in writing) in a clear, confident manner using proper grammar.
    Requires ability to maintain courteous and effective relations with County staff, elected officials, community interest groups and the public.

    Must have strong working knowledge of computers and be proficient in the use of Microsoft Office Suite of Products (i.e., Outlook, Word, Excel, etc.).

    Must have or be able to obtain within 90 days certification in FEMA National Incident Management System (NIMS) courses:

    IS-100.

    c:
    Introduction to the Incident Command System (ICS); and
    IS-700.

    b:
    An Introduction to the National Incident Management System

    Physical Requirements/Work Environment
    Requires sitting most of the day.
    The job involves frequent lifting and carrying up to 10 pounds.
    The job requires frequent balancing, and on occasion bending, squatting, and reaching above shoulders.
    The job requires the completion of tasks that involves typing, simple grasping, and fine manual manipulation.
    The job requires normal visual acuity and field of vision, color vision, hearing, and speaking.

    Emergency Response/Recovery Activities
    All employees will be required to work before, during, or after an emergency.

    During an emergency, employees may temporarily be assigned to work and perform duties outside the normal scope of their position, location, and work schedule to fit the needs of the County and its citizens.

    Emergency response duties may also include driving and/or operating a county vehicle or equipment and employees must obey all safety policies, and roadway rules and laws.


    Basis of Rating:
    Some positions may require a written and/or skills test. Applications will be carefully reviewed to assess each individuals' qualifications. Selected persons will be interviewed to determine who will be hired for the job.


    The kind and length of related work experience, training and education shown on the application will be an important consideration in the screening process.

    Must successfully pass an employment reference check, criminal background check, physical examination check.

    Drug screens will be in accordance with the Drug Free Workplace Act and/or the Omnibus Transportation Employee Testing Act of 1991.
