    Job Responsibilities

    • Review and monitor regional sites compliance with certification, nutrition education, and breastfeeding components of State and Federal WIC regulations as part of the WIC Management Review Team.
    • Functions as the State Breastfeeding Coordinator with the following duties:
      1. Identifies breastfeeding promotion and support services needed in the State in order to develop program objectives and goals.
      2. Develops State policies, procedures, and guidelines for breastfeeding promotion and support activities that coordinates efforts according to the State Plan
      3. Identifies methods and strategies that local agencies will use to promote and support breastfeeding.
      4. Ensures State and Local agency staff receive competency-based training on breastfeeding promotion and support.
      5. Keeps current on breastfeeding and nutrition information and educates central office and local agency staff.
      6. Monitors breastfeeding initiation and duration rates and submits a report of data monthly.
      7. Provides input on breastfeeding promotion and support expenditures.
      8. Identifies or develops appropriate breastfeeding education resources and materials.
      9. Uses evaluation results to improve policies, services, and performance.
    • Serves as the subject matter expert for the SCWIC MIS system, TeleWIC and Breastfeeding Module. Provides technical assistance and consultation on breastfeeding promotion and support to local agency staff
    Serves on the Newborn Care Coordination subcommittee of the SC Birth Outcomes Initiative and the SC Breastfeeding Coalition. Communicates with internal and external audiences. Other duties as assigned
    Minimum and Additional Requirements

    State Minimum Requirements: Some positions require registration or eligibility for registration by the American Dietetic Association. A bachelor's degree in nutrition, dietetics or community nutrition and experience in a clinical, public health or institutional setting; or a bachelor's degree in any field, eligibility for registration by the American Dietetic Association and experience in a clinical, public health or institutional setting.

    Institutions of Higher Learning must be recognized by the Council for Higher Education Accreditation.

    Agency Additional Requirements: Bachelor's or higher degree from an accredited college or university in Public Health Nutrition, Human Nutrition, Food and Nutrition or any health or nutrition related field. Must be a Registered Dietitian Nutritionist with the Commission of Dietetic Registration of the Academy of Nutrition and Dietetics and current license from the South Carolina Panel for Dietetics. A minimum of 4 years' experience in WIC. Completed specialized training in lactation management and care, such as (International Board-Certified Lactation Consultant (IBCLC,) or other State approved specialized training, such as Certified Lactation Counselor (CLC).

    Preferred Qualifications

    Successfully completed specialized training in lactation management and care. International Board-Certified Lactation Consultant (IBCLC) is preferred. Has expertise in breastfeeding management and promotion, has experience in program management and evaluation, possesses the ability to provide staff training in breastfeeding support. Education and experience in the development of educational and training resource materials. Experience with the SCWIC system/ Breastfeeding Module.

    Must be able to travel overnight and lift 30 lbs.

    This position is part of the South Carolina Department of Health and Environmental Control's
    Bureau of Community Nutrition Services. The work performed supports DHEC's mission to improve the quality of life for all South Carolinians by protecting and promoting the health of the public and the environment. Effective July 1, 2024, this position will transfer to the South Carolina Department of Public Health created by Senate Bill 399 which provides for the creation of the Department of Public Health to assume the public health-related functions of DHEC.
