PURPOSE OF THE JOB


The Procurement Manger will handle the bidding, monitoring, awarding, encumbering and tracking of procurements consistent with procurement law, regulations and best practices while utilizing the Commonwealth's e procurement system COMMBUYS and accounting system MMARS.

The Procurement Manager will provide support and customer service on all matters relating to the purchasing of goods and services for the Commission, and also oversee the coordination and the timely completion of key procurement projects and ensure they are completed within scope and budget.


ESSENTIAL FUNCTIONS AND RESPONSIBILITIES

  • Manage all aspects of the procurement process utilizing COMMBUYS to support bid postings, contract awards, and purchase order activity.
  • Review and prepare bids and RFQ/RFR's for posting, including 801 CMR 21.00 goods & services procurements.
  • Collaborate with staff to define scope, objectives, deliverables, success criteria and strategic cross functional alignment in procurements.
  • Monitor execution of contracts and contractrelated activities in to ensure compliance with agreements and established performance standards and to recommend or request amendments or extensions of contracts.
  • Prepares Master Service Agreements in MMARS and monitor spending.

OTHER DUTIES AND RESPONSIBILITIES

  • Monitor the procurement schedule and contract effective dates, including statewide contract dates.
  • Conduct regular monitoring of contract spending activity and run reports for contract managers and the Finance department.
  • Ensure MMARS is accurate and up to date, including preparation of encumbrances and closeout of the fiscal year.
  • As appropriate, meet with vendors and other state officials to stay informed on products and services available to the Commission.
  • Oversees the yearend procurement operations to meet all internal and external deadlines, including participation in the "Open and Close" for each fiscal year.
  • Maintain the highest standards of personal, professional and ethical conduct and support the Commission's goals for a diverse and culturally aware workforce.
  • Perform related duties as assigned.

EDUCATION AND EXPERIENCE

  • Bachelor's degree in business management, Accounting, or related field from an accredited institution of higher education required with a minimum of 35 years procurement experience.
  • In lieu of a bachelor's degree, five (5) to 10 (ten) years of relevant State procurement experience may be substituted
  • Demonstrated knowledge of the Commonwealth's procurement laws, regulations, rules and procedures.
  • Demonstrated experience of the state procurement system COMMBUYS, and Massachusetts Management, Accounting and Reporting System (MMARS).
  • Working knowledge of accounting principles and internal controls.
  • Demonstrated leadership with strong organizational and customer service skills, attention to detail and process redesign experience.
  • Strong experience using Microsoft Applications.
  • Planning and organizational skills.

This position is non-civil service. This position is an exempt position.
