    What you will do at Harris County Precinct 4:

    The Government Affairs Manager at Harris County Precinct 4 plays a pivotal role in fostering communication, collaboration, and advocacy between the precinct and various governmental bodies, stakeholders, and community groups.

    This position demands an individual possesses strong interpersonal skills and political acumen.

    The Government Affairs Manager must excel in written and verbal communication, with a profound understanding of governmental processes at the local, state, and federal levels.


    The Government Affairs Manager reports to the Director of Government Affairs and Chief of Public Affairs.

    They are responsible for ensuring programs comply with funding and county regulations and meet target outcomes, as well as evaluating program effectiveness and making recommendations for improvement.



    Job Duties and Responsibilities:
    The duties listed below are intended only as illustrations of the various types of work that may be performed.


    • Governmental Relations
    • Develop and nurture positive relationships with elected officials, governmental agencies, and key stakeholders to advocate for the precinct's interests and objectives.
    • Legislative Analysis
    • Monitor legislative and regulatory developments at the local, state, and federal levels that may impact Harris County Precinct 4. Provide timely, well-articulated analysis and recommendations to precinct leadership on proposed policies, regulations, and legislation.
    • Partnership Development
    • Identify and leverage opportunities for collaboration with other governmental entities, advocacy organizations, and industry groups to achieve shared objectives and amplify impact. Facilitate dialogue and coordinate efforts among diverse stakeholders.
    • Issue Management
    • Respond promptly to inquiries from elected officials, governmental agencies, and the public regarding precinct policies, programs, and initiatives. Address concerns adeptly and resolve conflicts with tact and diplomacy.
    • Research and Analysis
    • Conduct thorough research on emerging issues, trends, and best practices in governmental affairs. Prepare well-written reports and presentations that distill complex information into actionable insights and recommendations for precinct leadership.
    • Management
    • Effectively lead a team of government affairs coordinators in ensuring timely deliverables and execution of tasks.
    • Representation
    • Represent Precinct 4 at community events, business meetings, and public forums to advocate for precinct and county initiatives.
    • Other duties as assigned.

    Requirements


    Education:

    • Bachelor's degree in Government, Communications, Public Administration, or related field from an accredited college or university.

    Experience:

    • Four (4) years of progressive experience in government or public administration

    Licensure:

    • Valid Texas driver's license with a good driving record.

    Knowledge, Skills and Abilities:

    • Has demonstrated success in developing and managing programs.
    • Excellent project management and organizational skills.
    • Strong interpersonal and communication skills.
    • Highly detailed oriented.
    • Ability to work effectively with diverse groups of people.
    • Ability to identify complex problems and review related information to develop and evaluate options and implement solutions.
    • Ability to use data and evaluation to inform program design and improvement.
    • Proficient in community engagement strategies and community development.
    • Knowledge of principles and processes for providing customer support and personal services including, but not limited to, customer needs assessment, meeting quality standards for services, and evaluation of customer satisfaction.
    • While performing the duties of this job, the employee is regularly required to stand, sit, use hands and fingers to handle or feel, reach with hands and arms, and talk or hear.
    • This position is sometimes required to walk, climb, or balance; and stoop, kneel, crouch, or crawl.
    • The employee must occasionally lift and/or move up to 10 pounds.
    • Specific vision abilities required by this job include ability to adjust focus.
