Duties:


  • Responsible for all aspects of acquisition planning. Direct the development of life cycle documentation for assigned projects and funds.
  • Oversee all phases of the Program Objective Memorandum (POM) to direct the direct life cycle documentation for assigned projects and funds.
  • Coordinate, leads and directly controls all functional activities required to effectively manage assigned programs.
  • Plan work to be accomplished by subordinates. Identify training needs. Develops performance standards for subordinates.
  • Serve as advisor to senior officials on the status of projects.
  • Manage and direct the acquisition of cyber systems, to include use of Software Acquisition Pathway, scaled agile framework, and/or Development Security Operations (DevSecOps).

  • Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration.
  • Oneyear probationary period may be required.
  • You will be required to provide proof of U.S. Citizenship.
  • This is an Army Acquisition, Logistics and Technology Workforce position.
  • Selectees must meet position requirements for certification at Level Advanced in the Acquisition Career Field Program Management within 48 months of entrance on duty.
  • Critical Acquisition Position (CAP). This position requires a 3year tenure agreement. Must sign DD form 2888 (Critical Acquisition Service Agreement) and execute, as a condition of employment, a written tenure agreement.
  • This position has a Temporary Duty (TDY) or business travel requirement of up to 25% of the time.
  • The duties of this position require submission of, on an annual basis, OGE 450, Confidential Financial Disclosure Report.
  • Position is Special-Sensitive requiring a Top-Secret clearance with Sensitive Compartmented information (SCI) access.
  • One year probation to assess your ability to perform supervisory duties is required unless previously completed.

  • To qualify based on your experience, your resume must describe at least one year of experience which prepared you to do the work in this job.
Specialized experience is defined as the following duties: 1) managing and executing responsibility for cost, schedule, performance and risk within an acquisition program; 2) managing and directing the work of highly technical scientists, systems engineers, logisticians, and software/hardware integrators in the offensive cyber domain; 3) performing full range of administrative and technical supervisory duties of Government civilians to include: assigning and supervising work, managing performance, hiring and/or guiding professional development; and; 4) experience with Research Development and Engineering organizations, Requirements/Capabilities organizations, and other DoD related acquisition organizations.

The definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service NH-03 or GS-13 equivalent.


Education:

Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone-no substitution of education for experience is permitted
