The care, support, education, and upbringing of children in family daycare and in daycare facilities is a service of youth welfare, which is regulated in the Social Code VIII (Child and Youth Welfare Act) in sections Family daycare is a flexible form of daily care for children, in which a childminder cares for children in their own home or in the parents' household, for part of the day or all day.

The aim of family daycare is to promote the child's development into a responsible and socially competent individual, support and supplement education and upbringing in the family, and help parents balance work and childcare.

In addition to ensuring the promotion mandate, the Youth Welfare Office is responsible for covering the costs of attending a daycare facility (kindergarten/daycare center/after-school care/crib) if the financial burden is not reasonable for the parents and the child.
