    POSITION OVERVIEW:


    The Texas Education Agency is seeking to hire a Financial Analyst for the State Funding team in the State Funding, Forecasting and Fiscal Analysis Division, which is responsible for administering the Foundation School Program (FSP).

    The FSP determines the amount of state and local funding due to school districts under Texas school finance law and provides the state share of this funding to districts.

    The State Funding team also produces reports and other data related to school finance.

    The Financial Analyst supports schools by performing highly complex financial analysis and regulatory work related to various allotments used in the state's school finance formulas.

    The Financial Analyst reports to the FSP Facilities Manager and works closely with leadership, senior financial analysts, programmers, financial advisors, bond counsel, vendors, and stakeholders to ensure effective and efficient program implementation in compliance with applicable statutes and regulations, including assisting senior financial analysts with administering the Instructional Facilities Allotment (IFA) and Existing Debt Allotment (EDA).

    The scope of work involves analyzing financial data and bond transactions, and reviewing laws and rules related to the IFA and EDA programs' information used in the state's school finance formulas.

    ESSENTIAL FUNCTIONS:

    Job duties are not limited to the essential functions mentioned below. You may perform other functions as assigned.


    1. Financial Analysis and Process Control - Determines cost of operations for IFA and EDA allotments by implementing applicable statutes and regulations to ensure that school districts receive appropriate amounts of funding; this includes collecting and reviewing school district data and applications for IFA funding; calculating annual allotments; updating summary of finances (SOF) reports; and processing outstanding balances.


    2. Compliance and Transparency - Ensures transparency and effectiveness by applying funding formulas used to distribute money to school districts in accordance with the Texas Education Code and Texas Administrative Code (implementing changes to formulas or rules as necessary) and overseeing the development and maintenance of associated rules and web content; this includes the accuracy and reliability of the SOF reports and payment ledgers.


    3. Strategy and Process Improvements - Supports the development and maintenance of automated financial processes and systems; gathering and documenting software change requirements and conducting User Acceptance Testing (UAT).


    4. Intra-Agency Coordination - Collaborates within the division and across the agency on projects and supports the administration of the SOF reports and related financial transactions.


    5. Team Contribution - As an individual contributor, collaborates with team members to effectively accomplish assignments and projects and communicates updates on progress toward completing assigned tasks and meeting team goals.

    Qualifications:


    MINIMUM QUALIFICATIONS:


    Education: Graduation from an accredited four-year college or university


    Experience: At least two (2) years of experience in financial analysis and regulatory work. Experience working with school district administrators, elected officials, and other policymakers is strongly preferred.


    Substitutions: Each additional year of related experience above the required minimum may substitute for education on a year-for-year basis.

    • Knowledge of bond transactions and related documents preferred.
