    DEPT OF EMERGENCY AND MILITARY AFFAIRS

    The Department of Emergency & Military Affairs (DEMA), led by The Adjutant General, provides emergency management and military capabilities to the citizens of Arizona and the nation.

    The Emergency Management Division consists of three sections—operations, preparedness, and financial administration.

    Each section works collaboratively across the agency and with external partners to manage emergency responses and reduce the impacts of disasters.

    Additionally, DEMA is the headquarters for the Arizona National Guard, the primary combat reserve of the United States military. The Arizona Army and Air National Guard provide military forces and equipment to accomplish community, state, and federal missions.

    Job Summary:


    This position provides planning and support activities for radiological response and recovery incidents at Palo Verde Nuclear Generating Station; supervises stakeholders in emergency response, exercises, and incidents.

    This position also trains individuals in the methods of personnel and environmental protection in situations involving radiation exposure. Assures work section or unit goals and priorities are consistent with divisional policies, procedures, and standards.


    Job Duties:

    • Maintain comprehensive insight and knowledge of the federal laws, rules and regulations, applicable state statutes, local ordinances and the emergency response plan governing radiological emergency management. Prepare opinion correspondence on proposed changes which might have an impact on REP program objectives, accomplishments, etc. Maintain currency in communication, warning systems, data acquisition and analysis, budgetary processes, and comprehensive planning/training/exercising/evaluating methods.
    • Support the REP Branch Manager in coordinating with Maricopa County, Town of Buckeye, CST, Tribes, counties and the utility in the annual review and update of the off-site radiological emergency response plan. Negotiate plan review with the U.S. Department of Homeland Security/Federal Emergency Management Agency and Nuclear Regulatory Commission.
    • Supports exercise scenarios with appropriate federal, state, county and local government, tribal and volunteer organizations. Support and provide information to facilitate exercise scenarios and Extent of Play with federal organizations. Brief federal/state/county/tribal/local/volunteer agency response and recovery officials.
    • Attends State and National meetings, seminars and conferences and training courses related to position responsibilities. Actively participate in conferences and annual meetings regarding radiological emergency preparedness for PVNGS and statewide incidents.
    • Inform the Division of on-site developments. Respond to emergency conditions, situations or events regarding PVNGS. Perform assigned emergency work in the State Emergency Operations Center regarding PVNGS or any other radiological incidents.
    • Gather information in support of weekly, monthly, and quarterly mandated tests on alerting/warning communications equipment. Assist with coordination of the annual mandated siren activation test within the 10-mile radius of the Palo Verde Nuclear Generating Station. Support/help/evaluate the annual off-site radiological medical drill and hostile action-based exercises. Participate in Palo Verde Reception and Care Center Exercises, monitoring and decontaminating evacuees and their belongings.
    • Confer with the supervisor in program budget, inventory of equipment and procurement purchasing, attend staff meeting, provide monthly reports and maintain equipment / vehicles for response effort.
    • Trains individuals/first responders/Civil Support Team (CST) in methods of personnel and environmental protection in situations involving radiation exposure.
    • Calibrate, repair/replace supplies and equipment needed for training and the response effort. Research, test, and determine the types of radiation equipment to be used for efficient emergency response.
    Knowledge, Skills & Abilities (KSAs):


    Knowledge of:

    • Knowledge of the principles and practices in administration and management.
    • Knowledge of agency policy and procedures.
    • General knowledge of radiation and radiological effect on human health.
    • General Knowledge of federal, state, and local laws relating to radiological/nuclear emergency preparedness.
    • General knowledge of the FEMA Radiological Emergency Preparedness Program requirements, Code of Federal Regulations 10CFR350, NUREG-0654, the EPA Protective Action Guidelines and other applicable federal, state, local and tribal laws related radiological emergency preparedness.
    • Knowledge of response and recovery capabilities and obligation of federal, state, and local governments and the liabilities of responsible parties in a radiological/nuclear incident.
    • Knowledge of computers, software, graphics, and data applications.
    • Knowledge of planning practices on procedures; project management.
    • Knowledge of exercise methodology and training management.
    • General knowledge of the operating systems for commercial nuclear power plants.

    Selective Preference(s):

    Desired qualifications include any combination of experience, education, and training that meets the knowledge, skills, and abilities as described.

    The preferred candidate should have completed FEMA's Professional Development Series and Advanced Professional Series, have a background in bookkeeping or record keeping, have familiarity with Acadis Readiness Suite and familiarity with FEMA training programs and HSEEP methodology is also preferred.

    • This position requires possession of and ability to retain a current, valid state-issued driver's license appropriate to the assignment.     • Individuals are required to pass a criminal background investigation.
    • Must be able to obtain and maintain a Travel ID Card to meet NRC On-site identification requirements.
    • Required to carry a State issued cell phone.
    • Candidates for this position will be required to submit to a criminal background investigation as well as possess the ability to achieve a favorable Tier 3 investigation for the purpose of obtaining/maintaining a Secret clearance eligibility and Common Access Card (CAC) within one year of hire.
    • Must successfully complete all FEMA training requirements for REP Coordinators within 2 years from date of hire.
    • Must successfully complete Radiological Emergency Preparedness (REP) Early Career Course, provided by the Post Naval Graduate School to be completed within the first year of employment.
