DISTINGUISHING FEATURES OF THE CLASS:

This is a professional nurse position with preparation in a specialized educational program that provides health care to students, staff and prospective employees.

The incumbent works under the supervision of Chief School Physician and in accordance with written protocol.

The work involves responsibility for providing health care, which consists of physical examinations, promotion and maintenance of health, prevention of illness and disability, guidance and counseling of individuals and families and referral to other healthcare providers when appropriate.

The Nurse Practitioner assesses the physical and psychological status of patients by means of interview, health history, and physical examinations.

Does related work as required.


TYPICAL WORK ACTIVITIES:

• Makes nursing assessments of actual or potential health problems by case finding, health teaching, health counseling and the like;
• Obtains detailed medical histories of patients to systematically collect data on background, physical and mental condition, medications of treatments and other pertinent information;
• Performs physical examinations of students, staff and prospective employees and assists in assessment of the health status of the individual;
• Observes signs and symptoms associated with changes in their physical and emotional health;
• Discriminates between normal and abnormal findings and makes referrals to appropriate services;
• Reviews cases with the physician to discuss findings;
• Participates with the physician in the delineation of standard treatment regimens which will guide the Nurse Practitioner in the management of health programs;
• Instructs, counsels and guides students, employees and their families and others toward the achievement of optimum health;
• Interprets public health laws governing control of communicable diseases and enforces physician's exclusion and re-admission policy concerning infectious or contagious diseases;
• Provides coverage for medical emergencies;
• Performs hearing and vision screening as needed;
• Acts as a resource person regarding health care;
• Performs nursing diagnosis and treatments of human responses toward actual or potential health problems through such services as case finding, health teaching, health counseling, and provision of care supportive to or restorative of life and well-being;
• Discriminates between normal and abnormal findings and makes appropriate reports to Chief School Physician;
• May develop and implement in-service training programs as needed for which the Nurse Practitioner is qualified.

FULL PERFORMANCE KNOWLEDGE, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS:

• Thorough knowledge of nursing principles and techniques and their relation to medical practice;
• Thorough knowledge of the theory and practice of preventive and public health care inclusive of those skills required to develop and implement a plan of primary health care to meet Yonkers Public School needs;
• Thorough knowledge of normal and abnormal signs and symptoms relating to physical and emotional health;
• Thorough knowledge of nurse practitioner skills;
• Knowledge of medications and drugs, common dosages and their physical and psychological effects;
• Skill in clinical nursing practices and techniques;
• Ability to understand and carry out technical oral and written instructions;
• Ability to perform physical examinations and to assess the physical condition;
• Ability to recognize signs and symptoms associated with changes in the physical and emotional health and ability to respond appropriately;
• Ability to explain or interpret instructions of a technical and professional nature to patients, families, nursing staff or other personnel;
• Ability to supervise the administration of therapeutic measures prescribed;
• Ability to deal empathetically with problems of patients;
• Good judgement; tact; courtesy;
• Physical condition commensurate with the demands of the position.

ACCEPTABLE
TRAINING AND EXPERIENCE:

At the time of appointment, possession of a valid New York State License to practice as a Registered Professional Nurse, New York State License as a Family Nurse Practitioner and certification in Basic Cardiopulmonary Life Support (BCLS).

SUBJECT OF EXAMINATION:
There will be no written or oral test for this examination.

If you meet the minimum qualifications, you will receive a rating based upon an evaluation of your training and experience against the duties of the position being tested.

Candidates must first complete an examination application and return it to The Yonkers Municipal Civil Service Commission.

APPLICATION FILING FEE:

For all examinations held on or after November 15, 1997 a non-refundable application fee of $40.00 is required for each separately numbered examination for which you apply.

The required fee must accompany your application(s).

If you are applying for a Promotional and an Open-Competitive Examination for the same title, only one application fee is required.

Submit check or money order payable to the "City of Yonkers". Write the examination number(s) and your name and Social Security number on your check or money order. DO NOT SEND CASH. Application fees are not refundable. If you are disqualified from or fail to appear for the examination, your fee is not refunded.

Therefore, you are urged to compare your qualifications carefully with the requirements for admission and file only for those examinations for which you are clearly qualified.

IF YOUR APPLICATION IS RECEIVED WITHOUT THE REQUIRED FEE IT WILL BE CONSIDERED INCOMPLETE AND YOU WILL NOT BE ADMITTED TO THE EXAMINATION.

YOUR APPLICATION WITH THE REQUIRED FEE MUST BE RECEIVED PRIOR TO OR POSTMARKED NOT LATER THAN THE LAST FILING DATE.

THE FEE MAY BE SUBJECT TO INCREASE.


APPLICATION FILING FEE WAIVER:

A waiver of application fee will be allowed if you are unemployed and primarily responsible for the support of a household.

In addition, a waiver of application fee will be allowed if you are determined eligible for Medicaid, or receiving Supplemental Security Income payments, or Public Assistance (Temporary Assistance for Needy Families/Family Assistance or Safety net Assistance) or are certified Job Training Partnership Act/Workforce Investment Act eligible through a State or local social service agency.

All Claims for application fee waiver are subject to verification.

If you can verify eligibility for application fee waiver, complete a "Request for Application Fee Waiver and Certification" form and submit it with your application by the close of business on the Application Deadline as Listed on the Examination Announcement.

AGE LIMITS:
There may be statutory restrictions on employment if under 18.

Certain examinations may have age restrictions, in which case creditable military service, not exceeding 6 years total, may be subtracted from age of an applicant over the maximum age limit.

Credit for age reduction must be claimed at time of filing application, by completing Veteran's Credits form and presenting separation papers.

When high school diplomas or college transcripts or diplomas are required, they must be submitted prior to appointment.

ELIGIBLE LIST:

The eligible list established as a result of this test will remain in force for at least one year but not more than four years.

Changing conditions may make it advisable to certify to future vacancies at higher or lower salaries than those announced.


PERSONS ON PREFERRED LISTS:

Any person, otherwise meeting the requirements for this exam whose name is presently on a preferred list is eligible to compete in this examination.

VETERANS:

Disabled and non-disabled veterans (military service) are eligible for additional credits may have 5 and 2 1/2 points (on Promotional exams), respectively or 10 and 5 (on Open-Competitive exams), respectively, added to their earned scores if successful in exam.

CREDITS MUST BE CLAIMED AT THE TIME OF FILING APPLICATION FOR EXAM ON AN APPLICATION FOR VETERANS CREDITS. A SEPARATE APPLICATION FOR EACH EXAMINATION MUST BE COMPLETED. WHETHER OR NOT IT IS NECESSARY TO USE THESE CREDITS WILL BE DETERMINED AT TIME OF APPOINTMENT.
