- You will develop procurement objectives in terms of competition, price and constructs contract vehicle including: pricing arrangements, special Terms and Conditions, and appropriate evaluation criteria.
- You will advise internal customers on procurement requirements and strategies to facilitate and expedite the process. You will provide advice on complex, highly sensitive procurement issues and procedures to Port of Seattle management, senior and mid-level managers, program managers, project managers, and requesting department representatives.
- You will reduce the Port's risk exposure by ensuring that General Liability Insurance requirements are established and provided by contractor prior to commencement of work on Port facilities. You will collaborate with legal and risk management to identify and mitigate high risk liability to the Port for onsite purchased service and maintenance agreements and negotiate special terms and conditions, if applicable, to protect the Port from excessive exposure to risk.
- You will draft evaluation criteria and project scope in collaboration with the requesting department, leveraging on industry and Port specific best practices.
- You will develop and create complex & highly sensitive ITB / RFP documents for Goods & Services that require explicit detail regarding technical, financial, risk management, legal and procedural issues that optimize price, delivery, and terms for the best value to the Port.
- You will lead the procurement process for highly complex, politically sensitive Goods & Services procurements. You will provide guidance to requesting department representative and other stakeholders in developing best method of procurement in accordance with Port policies and procedures, statement of work, timelines and ensure that planning encompasses all State of Washington Law (RCWs) and Port Policies and minimizes risk to the Port.
- You will address and resolve quality service and or products as they arise in support of the requesting department.
- You will execute contracts and purchase orders within the delegated authority.
- You will perform contract/ procurement administration, which includes reviewing and drafting amendments and change orders, provide answers for questions on contract interpretation and provide advice on contract/procurement issues such as non-compliance with contract requirements and change orders.

Experienced – You have five (5) years of experience in procurement and/or contract development and administration. -
Desired – We hope you have a Bachelor's degree in a related field and experience with contracting in a public or private agency, working at multiple public agencies, and experience with PeopleSoft Financials-Purchasing module or another ERP Financial System. Additionally, two (2) years of experience procuring IT goods and services, is preferred. -

Work Schedule – Your normal work schedule will be Monday – Friday, 8:00 a.m. to 5:00 p.m. (40 hours per week). Slightly more flexible start and end times are available in this role. You may be required to work any and all assigned shifts, including weekends and holidays. You may be required to work during emergencies. -
Work Environment – You will primarily work in an office environment. -
Grade Review – The pay range and grade for non-represented positions are under review and subject to change as part of the Port's work to implement a new pay program. This review is intended to ensure that positions are aligned with the new program that will be implemented in early 2024. -
Washington State Residency Requirement – Employees must establish a residence in Washington state within 30 days of their first day of employment and must maintain a residence in Washington State during their employment with the Port of Seattle. If a position is eligible to telework, work performed while teleworking must be performed in Washington State. -
Security Requirements – As the successful candidate, you must pass a Transportation Security Administration (TSA) background check as well as a criminal history background check with the Federal Bureau of Investigation (FBI). Your employment will be contingent upon obtaining a Port of Seattle ID badge upon clearance. -
