Position Purpose
The Health, Safety and Environment (HSE) Specialist is responsible for role modeling and supporting our corporate safety policies, programs, and values.
This person will be the Safety and Risk Management representative in the field with clients, governmental agencies, and trade partners and responsible for working with project teams during all stages of construction to effectively manage the safety needs of the jobsite.
Essential Duties and Responsibilities:
- Identify hazards on jobsites; evaluate effective control measures and implement protection measures as appropriate
- Monitor and evaluate subcontractors' safety efforts that will be performing the work on the project and enforcing safety guidelines utilizing the Company's disciplinary policy
- Compile all subcontractor documentation per the Morley Builders subcontract agreement including reviewing all job hazards analysis and providing feedback as needed to the subcontractor
- Participate in the acquisition of all required project permits (Cal OSHA specific)
- Assist project teams with new hire safety orientation, job specific safety training, safety preconstruction meetings, and the administration of our Corporate Safety Program
- Assist project teams with the development, implementation, communication, and execution of sitespecific safety program and attend staff meetings
- Participate in and assist Assistant Safety Director with any OSHA inspections
- Coordinate with project teams to ensure subcontractors' (and their tiers) compliance with Corporate and project specific safety program
- Assist Superintendents with accident, incident, and close call investigations
- Assist Superintendents and foremen with job hazard analysis
- Review, prepare, and conduct an analysis of leading and lagging indicators to drive safety improvement
- Coordinate with project team to ensure personal protective equipment, first aid supplies, and safety materials are available, and all required safety postings are displayed.
Other Job Functions:
- Perform other related tasks as assigned, some of which may become essential to the position
- Frequent driving may be required to and from jobsites/office locations as needed

Requirements:
Education/Training
- Bachelor's Degree (Environmental Health & Safety or Construction Health & Safety preferred) or equivalent combination of experience and/or training
- CPR/First Aid/AED/Bloodborne Pathogen Certification
- OSHA 30 Hour Construction safety training
- Desire to continue education working towards BCSP certification such as CHST
- 14 years safety experience, preferably in the construction industry
- Knowledge of OSHA and other applicable federal, state, and local safety regulations and standards
- Ability to recognize hazards in the field.
- Computer proficiency with Microsoft Office Suite
- Ability to communicate clearly and effectively (verbal & written)
- Bilingual (English/Spanish) preferred
- Ability to interact successfully with all levels of personnel
- Good judgment, problem solving and analytical skills
- Ability to work independently with mínimal supervision
- Flexibility to be oncall, work unusual hours, and on weekends
- Valid California Driver's License
- Successful completion of DMV Pull Notice
Physical Demands:
- Ability to sit or stand for extended periods of time
- Intermittent walking to gain access to work areas
- Finger dexterity sufficient to use a computer and to complete paperwork activities
- Vision sufficient to use a computer, to read written materials and to complete paperwork activities
- Hearing sufficient to communicate with individuals by telephone and in person
- Ability to lift up to 25 pounds
Work Environment:
- Office setting with quiet to moderate noise levels in temperaturecontrolled environment
- Project jobsite construction offices
- Exposure to outdoor elements and construction projects in various stages of progress
