    OVERVIEW: Senior Management Position

    MAJOR ACTIVITIES PERFORMED:

    Monitors and surveys assigned and to be assigned vessels, equipment and property within the INACTSHIPMAINTO sites for hazardous conditions, materials and chemicals such as asbestos, lead, PCB, radiation and gas filled spaces. Monitors outside services obtained for health, safety and environmental protection. Ensures that environmental laws are adhered to. Is responsible for administering the health program per the Safety and Health program plan.

    1. Shall possess in depth knowledge of various Navy, NIOSH, NAVSEA Inactive Ship On-site Maintenance Office, OSHA, EPA, and other publications that describe in detail procedures for the required inspections.

    • Shall have detailed knowledge of the provisions of NAVSEA INACTSHIPOFF Portsmouth, VA, Environmental and Occupational Safety Manual, be familiar with proper personnel and material decontamination procedures and have a working knowledge of various regulations and instructions regarding the proper handling of radium sources. Shall be qualified to perform lead and other hazardous material surveys by current Naval Standards. Be qualified in gas free engineering/testing procedures and requirements. The Safety, Health and Environmental Manager shall be a competent person as defined by 29CFR1915.
    • Shall conduct near miss, accident and injury investigations. Author detailed finding reports and recommendations to prevent reoccurrence.
    • Author and conduct JHA briefings.
    • Focus on safety. Provide a work environment that reduces to zero the number of lost workdays, injuries and accidents.
    • Provide the leadership and management necessary to achieve the highest levels of performance in the following areas: safety, health, environmental protection, sub-contract solicitation and management.
    • Conduct daily, weekly and monthly safety inspections.
    • Effectively communicate and coordinate with all individuals and organizations charged with the accomplishment of those tasks required to satisfy all contractual obligations.
    • Maintain an excellent working relationship with the Contracting Officer's Representative (COR) in the execution of all contract provisions for NAVSEA Inactive Ship On-site Maintenance Officeand its detachments.
    • Provide timely, accurate, complete correspondence, reports and supporting documentation to Project Manager and corporate leadership.
    • Brief Project Manager each week on the status of all ongoing and planned projects.
    • Debrief completed projects, and develop improvement plans from "lessons learned."
    • Professionally represent the company in all dealings with the customer, suppliers, sub-contractors and other government agencies.
    • Provide clear, firm, and consistent leadership while fostering a team culture built on the company's core values of individual accountability, growth, safety, respect, integrity and commitment.
    • Remain adaptable, calm and deliberate under conditions of stress.
    • Invite, accept, consider and act on constructive criticism that will improve quality and efficiency.
    • Hire, indoctrinate, train and promote only the most qualified Hazmat Technicians. Ensure all individuals are afforded an equal opportunity in employment and advancement.
    • Engage all levels within the department in the process of identifying, implementing and enforcing newer and better ways to exceed customer expectations in all undertakings. Ask questions and actively listen in an effort to ensure a complete understanding of employee ideas and concerns.

    • Require accountability and responsibility from all employees.
    • Ensure performance feedback, mentoring and coaching is practiced at all levels.
    • Must be able to work effectively with co-workers in a professional manner at all times.
    • Travel as necessary (including out of country) to conduct company business.
    • Other work as assigned and which the employee is qualified and able to perform in support of other trades or evolutions required for safe operation of the site and proper execution of contractual requirements.

    SUPERVISION EXERCISED:

    (a) Positions Directly supervised: Safety/Environmental/Hazardous Material Technicians

    (b) Positions Indirectly supervised: All employees engaged in activity around the site

    SUPERVISION Received:

    (a) Direct: Project Manager

    (b) Indirect: Vice President Naval Support

    RESPONSIBILITY AND AUTHORITY:

    (a) Employee Relations: Must maintain a close and effective working relationship with all employees and COR

    (b) Material or Product: As required by contract

    (c) Equipment: Government Furnished Property, Government Furnished Vehicles, Equipment and materials as provided by the government

    (d) Money: Manage funds on the contract by Accounting Classification Resource Number and Technical Direction Letter.

    (e) Business Contacts:

    a. Internal: All employees, leadership and management

    b. External: Military, Sub-Contractors and government representatives

    QUALIFICATIONS:

    Minimum: Four-year college degree with at least three (3) years of managerial experience in safety and general safety related experience OR 10 years of ship safety related experience e with at least five (5) years of which involved in managerial responsibilities. Managerial experience executing a Health, Safety and Environmental protection plan and complying with OSHA and EPA regulations.

    a. Familiar with personal computers

    b. Familiar with Microsoft Office software including Word, Excel and Project

    c. Must have a current driver's license and meet the requirements of the company's Vehicle Safety manual

    Preferred: Associate Safety Professional Certification and CPR Instructor qualified.

    General Information:

    In order to perform the essential job functions of this position, candidate must be able to lead and inspire people, manage projects, compose/write descriptive reports; use appropriate techniques to implement project activities; verbally direct individuals and groups; remedy dysfunctional behavior; and establish and maintain positive working relationships with all employees and the customer.

    Knowledge Required:

    Must have general computer skills and Microsoft Office program skills.

    Must qualify as a Shipyard Competent Person and AHERA Building Inspector within 60 days of employment.

    Must successfully complete 40 Hour HAZWOPER training.

    Security Clearance:

    a. Position requires a CONFIDENTIAL Security Clearance.
