This position will be working in the PRCS Department - Transit Division Office and specializing in transportation programs.


Under general supervision, performs specialized technical and administrative support of departmental managerial functions; coordinates and oversees assigned functions and programs; serves as a technical resource for assigned area; performs other related duties as required.


DISTINGUISHING CHARACTERISTICS:


The Management Analyst position is a journey level support class responsible for the performing specialized technical and administrative support for assigned programs and functions.

Incumbents are expected to perform the full scope of assigned duties.


SUPERVISION RECEIVED/EXERCISED:

Receives general supervision from management level staff in assigned department. Incumbents in this class may exercise technical and functional supervision over assigned staff.


Examples of Duties:


ESSENTIAL FUNCTIONS:
(include but are not limited to the following)


Provides assistance to the Director of Parks, Recreation and Community Services; City staff, and the public regarding City's transit system.


Participates in the development and implementation of goals, objectives, policies, and procedures; participates in the preparation and implementation of the Transit's operating budget; monitors all expenditures; recommends the purchase of equipment and materials; prepares cost estimates for operations activities.

Compiles data and prepares reports in accordance with general guidelines; writes agenda reports.

Coordinates programs in assigned areas, serves as a liaison with outside agencies, other City departments, contractors, and/or vendors.

Initiates and prepares correspondence, public notices, newsletters, and brochures.

Responds to inquiries and provides technical and administrative assistance to resolve complaints, or refers to appropriate authority.


Coordinates activities with other City departments in the performance of assigned tasks; assists others in the performance of related tasks.


Attends and participates in professional and community meetings; stays current on issues relevant to the assigned field; establishes and maintains a customer service orientation within a department.

Responds to questions and concerns from the general public; provides information as is appropriate and resolves public service complaints.

Establishes positive working relationships with representatives of community organizations, State/local agencies, City management and staff, and the public.

May be exposed to confidential and privileged information during the course of duties, which should be maintained as such.

Performs other related duties as required.


Physical, Mental and Environmental Working Conditions:

Position requires prolonged sitting, standing, walking, reaching, twisting, turning, kneeling, bending, squatting, and stooping in the performance of daily activities.

The position also requires grasping, repetitive hand movement and fine coordination in preparing reports using a computer keyboard. Additionally, the position requires near and far vision in reading written reports and work related documents. Acute hearing is required when providing phone and personal service. Additionally, need to lift, drag, and push files, paper, and documents weighing up to 25 pounds is required.


Typical Qualifications:

Education and/or Experience:

Any combination of education and experience that has provided the knowledge, skills, and abilities necessary for a Management Assistant.

A typical way of obtaining the required qualification is obtaining a Bachelor's Degree in public or business administration or a related field and two (2) years of administrative duties.

Previous experience in a Transit Agency is desirable.


License/Certificate:
Possession of, or the ability to obtain, a valid Class C California driver's license may be required.
