TYPICAL RESPONSIBILITIES AND DUTIES

  • Under the direction of the Community Services Director, works to develop, expand, and maintain the foster care and adoptions programs.
  • Supports the ongoing development of a strengthbased systems philosophy based on Wraparound principles within the direct service components of the foster care and adoptions programs. Responsible for promoting familycentered practice strategies, flexibility in service delivery, parent/family professional partnership, family decisionmaking, collaborative crosssystem training, communitybased service delivery, and inclusion of family and community resources.
  • Assists with the implementation of the Therapeutic Foster Care program according to County contract, MediCal standards, and Best Practice.
  • Carries adoption and foster cases as assigned by the Community Services Director.
  • Assists with the development and implementation of policies and procedures consistent with Best Practices and community care licensing.
  • Operates the program within budget.
  • Communicates daily with widely diverse populations, including prospective foster or adoptive parents, program staff and referral sources on various matters to accomplish program goals.
  • Provides professional, active, and assertive leadership and collaboration in program design implementation and evaluation.
  • Actively contributes to the development of a participative, multidisciplinary team methodology.
  • Maintains effective relationships with placement agencies to ensure customer satisfaction.
  • Participates in the marketing of the program for the purpose of attracting foster and adoptive parents and making the community aware of the services provided.
  • Oversees the recruitment and training of foster and adoptive parents for the program in a manner consistent with licensing regulations and best practices.
  • Participates in the recruitment, screening, hiring, and training of Foster Care/Adoptions staff, including but not limited to Social Workers, Facilitators, Specialists, and Family Partners. Promotes special efforts by the Agency directed at recruiting, preparing, employing, and retaining staff that reflect the diversity and language competency of the children, families, and communities served.
  • Maintains, and expands, excellent and consistent referrals and occupancy within the program.
  • Maintains compliance with Title XXII, CSC, FFTA, and all applicable standards and requirements for services.
  • Maintains and executes all appropriate documentation required by Community Care Licensing.
  • Assists in the development and refinement of existing and new Continuous Quality Improvement (CQI) documentation and data collection systems. Assists the Quality Assurance / Utilization Review Department in maintaining appropriate measures of contract compliance and supports a Total Quality Improvement environment.
  • Promotes fiscal practices which ensure the development and implementation of service and support plans that are aligned with the vision and values of the Agency and the Wraparound approach and maintain accountability, fairness, and efficiency of the use of scarce fiscal resources.
  • Maintains professional standards regarding client rights.
  • Demonstrates an understanding of confidentiality policies, mandated child abuse reporting and duty to warn procedures. Utilizes clinical supervision in any case where these issues are in question.
