    Summary

    This position is located in the Office of Behavioral Interventions (OBI) within CSOSA.

    OBI oversees a complex array of evidence-based assessments, evaluations, and cognitive behavior interventions, as well as innovative practices, and case management services that collectively, are designed to mitigate recidivism risk factors, quickly match offenders to appropriate services, and sustain positive change throughout the offender's supervision lifecycle and continuum of care.

    Duties
    • Serves as the senior contact for matters related to office and program management, and contractor management within the Office of Behavioral Interventions (OBI).
    • Servers as the supervisor over OBI's administrative and office management services.
    • Plans, directs, controls, and supervises OBI's administrative, financial, and contractual support work.
    • Evaluates the work and administrative processes that support the OBI's mission which includes human resources management, budget, procurement contracting, and facilities management coordination.
    Requirements

    Qualifications

    To minimally qualify for this position, you must meet the following requirements:

    One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade (GS-13 or equivalent in other pay scales) within the federal service, which demonstrates the ability to perform the duties of the position, is required.

    Specialized Experience is defined as serving as an Administrative Officer (or similar position) for an agency, organization, or business that includes all the following duties and responsibilities defined below:

    1. Office Administration and Management
    • Managing the day-to-day operations of an organization or business, that include administrative and clerical functions, financial planning and management, human resources management, records management, supplies, ensuring compliance with organizational policies and procedures, and facilities management.
    • Developing, supervising, and periodically reviewing and modifying office procedures and schedules as necessary.
    2. Financial Management and Resource Management
    • Provides oversight and financial management of the operating program budget of an agency, organization, or department within a large organization.
    • Prepares and submits budget justification to higher-level approving authority.
    • Oversees procurement and contracting financial (budget) allocations.
    • Preparing financial reports.
    • Manages the resources of an organization, agency, or large department.
    3. Contracting and Procurement
    • Serves as a Contracting Officer Representative (COR) Level II or higher overseeing and managing assigned complex contracts.
    • Must possess a FAC-COR Level II or higher certification. (a copy of this certification must be submitted with your application)
    • Provides oversight of an organization, agency, or department's procurement activities and actions, and contracted services.
    4. Program/Project Management
    • Demonstrative knowledge and experience using the principles, methods, or tools for developing, scheduling, coordinating, and managing projects and resources, including monitoring and inspecting costs, work, and contractor performance.
    • Simultaneously managing multiple program-related projects. Overseeing a group of individual projects that are interconnected and align with company-wide goals and objectives.
    • Program Management which includes monitoring, evaluating, and measuring the performance of an organization or agency's programs to ensure expected outcomes are achieved.
    5. Supervisory Experience (This experience is a plus, but not a requirement)
    • Having served as a supervisor over several subordinate employees operating in a capacity to delegate authority, initiating various personnel actions (i.e. promotions, disciplinary actions), performance evaluations, training, and the staffing of personnel.
    Note: Experience must be fully documented on your resume and must include job title, duties, month and year start/end dates AND hours worked per week.

    Time-in-Grade: Current or former federal employees who have held a GS position in the preceding 52 weeks, must meet the time in grade requirement. Applicant must have served 52 weeks as a GS-13 or higher grade in Federal Service.

    Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
