    DutiesIncumbent will serve as an Air Traffic Control Specialist applying expert knowledge of air traffic operations and procedures to serve as a senior project manager or team leader for complex, initiatives and projects to evaluate proposed program changes to national air traffic policies, procedures and equipment.

    In this capacity, performs complex, specialized air traffic control assignments, such as serving on national facility realignment work-groups, Standard Terminal Automation Replacement system (STARS) software planning boards, deficiency review boards and Operational Test & Evaluation.

    This work directly affects the safety and efficiency of the National Airspace System(NAS).Applies experience and expert technical knowledge of air traffic procedures and operations to test and integrate terminal automation platforms, such as the STARS system.

    Evaluates proposed changes in equipment and procedures to recommend new and innovative approaches to resolve technical issues prior to operational implementation.

    Applies this knowledge to identify and resolve highly complex problems that often cross organizational boundaries, including service areas and facilities.

    Uses technical knowledge of and experience with air traffic separating/controlling procedures, radar separation standards, and vectoring procedures to evaluate proposed technical changes to En Route automation systems such as En Route Automation Modernization (ERAM).

    Participates in the development, acquisition and deployment of En Route and Terminal automation and surveillance/radar equipment. Uses automated radar systems to adapt software used to support air traffic operations.
    As a project manager, uses knowledge of FAA policies and objectives to identify, define,
    and organize work for multiple work activities.

    Provides leadership skills in coordinating with cross discipline team members to ensure team is on track with project requirements, deadlines, and schedules.

    Leads project team members in accomplishing the assigned goals and objectives of the organization. Acquires and allocates resources to accomplish work activities within established schedules. Independently commits resources. Meets with project team members to identify and resolve project issues.

    Contacts are internal and external and include FAA managers, operating officials, contractors (or their representatives), private industry, and the public sector.

    Often represents the FAA at the national level as the agency focal point for major projects or programs involving the terminal/En Route modernization effort.

    Recommends organizational positions on major programs and issues to agency management. Prepares and reviews reports or policies for internal and external distribution.

    Broad policies and objectives provide general guidance for addressing issues but almost always require the development of new and innovative approaches.

    Often recommends new policies. Develops procedures and approaches. Considers FAA policies, governmentwide rules and regulations, and industry standards. Conceives, plans, and directs studies involving complex issues and unique problems.

    Office of Personnel Group Coverage Qualification Standard for Air Traffic Control Series, 2152:

    qualify for this position at the K-band you must demonstrate in your application that you have experience as an air traffic controller in a military or civilian air traffic facility that demonstrated possession of the knowledge, skills and abilities required to perform the level of work of the specialization for which application is made.

    This experience must have provided a comprehensive knowledge of appropriate air traffic control laws, rules and regulations.

    Creditable experience must have equipped applicants with the knowledge, skills and abilities to perform the full range of duties of the position for which application is being made.

    To qualify for this position, you must demonstrate in your application that you possess at least one year of specialized experience equivalent to FV-J / FG/GS-14.

    Specialized experience is experience that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position.

    Specialized experience is Experience and expert technical knowledge of air traffic procedures and operations to test and integrate Traffic Flow Management System/Flow Management Data and Services platforms, such as Departure Spacing Program (DSP) and Traffic Situation Display (TSD).
