To be eligible for 70.1 transfer, candidates must have one year of permanent competitive or 55-b/55-c service in a qualifying title within two salary grades of the SG-19 level.

Qualifying Experience:
To qualify for the examination you must have professional experience providing vocational, psychosocial, or rehabilitative/habilitative services in an agency primarily serving individuals diagnosed with developmental disabilities, mental illness, or addictions.
Internship experience does not count if it was credited toward the qualifying degree.If you are appointed provisionally, you must take the next scheduled Civil Service examination for this title, and your score must be reachable on the resulting eligible list before you can be permanently appointed.
If you do not pass the examination or achieve a reachable score, you may not be retained.Duties Description As a Rehabilitation Counselor 2, you would provide a full range of rehabilitation/habilitation services to consumers, including psychosocial, competency training, and residential rehabilitation services, and such vocational services as evaluation, training, counseling, placement and support, and special employment programs.
You would be required to handle more complex issues (i.e., assessment and long-range planning) and exercise more independent judgment in performing those duties.
