    DEPARTMENT OVERVIEW

    The Central Coast K-16 Regional Collaborative is a collective impact initiative of K-12, Community College, California State University, University of California, and industry partners who united to make transformative, equity-centered change to address long-standing educational and economic inequities along the education-to-employment pathways leading to high-skill, high-wage, high-demand employment across the region.

    The UC Santa Cruz Educational Partnership Center, serving as the fiscal agent and operational backbone for the collaborative, increases access and opportunity to postsecondary education for underrepresented students across the Monterey Bay, Pajaro Valley and Silicon Valley regions.

    The operational backbone functions will be in partnership between the EPC and the Student Success and Equity unit under the Division of Student Affairs and Success which includes the Hispanic Serving Institution Initiatives.

    The Collaborative is grant funded with annual funding through October 2026.

    The CCRC will serve the Central Coast CERF region comprised of six counties:
    Monterey, San Benito, San Luis Obispo, Santa Barbara, Santa Cruz, and Ventura.

    The Collaborative works towards transformative, equity-centered systemic change to address long-standing structural barriers along education-to-employment pathways targeting historically marginalized students.

    This CCRC envisions a Central Coast CERF region in which current and future students learn in robust K-16 pathways that lead to high-skill, high-wage, and high-demand regional employment.

    JOB SUMMARY

    The Financial Analyst serves as the principal advisor, in consultation with the CCRC Director, on fiscal and business operations for a large and dynamic grant, independently performing complex budgetary analysis using campus financial systems to formulate recommendations.

    This responsibility includes advising/director and managers on issues of budget, policy, and compliance; maintaining accurate record keeping systems; training staff and institutional backbone partners on appropriate funding policy and procedures; providing Collaborative director and managers with budget and financial reports and reviewing those reports with the Collaborative director and managers; establishing appropriate internal controls; maintaining documentation for transactions performed on behalf of the Collaborative; developing and monitoring financial, budget, and human resource projects and operations and communicating issues to appropriate staff as they arise.

    The Financial Analyst will also support EPC initiatives as time allows and as necessary.


    APPOINTMENT INFORMATION

    Budgeted Salary:
    $86,340 - $95,370/annually.

    Salary commensurate with skills, qualifications and experience.

    Under California law, the University of California, Santa Cruz is required to post a reasonable estimate of the compensation for this role.

    JOB DUTIES
    60% - Manage and Track Subrecipients for Grant Implementation
    Work closely with the Office of Sponsored programs to ensure subrecipients are set up correctly.
    Review monthly subrecipient invoices for accuracy and proper backup documentation.
    Maintain subrecipient budgets to ensure expenses are allowable and within budget guidelines. investigate and communicate limiting or restrictive terms and conditions in spending to subaward institutions.
    Track invoice payments and communicate with subrecipient regarding budget questions.
    Independently coordinate, develop, and implement an ongoing detailed review and analysis of the monthly budgets
    20% - Monitor projects' expenditures and process external partners invoices for payment

    Provide support to the CCRC Director to review and resolve discrepancies between internal/external records, general ledgers, business intelligence systems, and other reporting tools.

    Perform reconciliation of charges on a monthly, quarterly, and annual basis.
    Manage and monitor systematic payroll review, reconciliations and reporting. Assist with the preparation and modification of budgets.
    Gather information, analyze, prepare and summarize recommendations for financial and / or resource plans, including annual resource allocation approaches, trends, future requirements, and operating forecast
    15% - Assist with grant implementation and management
    Ensure that the appropriate internal controls are addressed, maintained, and strengthened to protect University and Collaborative resources.

    Review compliance conditions of the grant by monitoring and analyzing agreements, contracts, expenses, and activities against sponsor, state, and university policy.

    Analyze and provide reports for varied and complex budgetary, financial, and resource projects along with associated tasks such as documentation completion.

    Provide financial reports to the funding agency as requested.
    Prepare, review, and / or approve financial transactions.
    5% - Collaborative and Educational Partnership Center Support
    Support the implementation of the Collaborative and EPC with fiscal knowledge and tasks.

    Work collaboratively with other fiscal team members to ensure the goals of both the Collaborative and other EPC programs are met, and fiscal knowledge is shared and advanced for the center.


    REQUIRED QUALIFICATIONS
    Bachelor's degree in related area and / or equivalent experience and / or training.
    Thorough knowledge of finance policies, fund accounting, general accounting principles, policies, practices, and enterprise financial systems.
    Thorough knowledge and understanding of internal control practices and their impact on protecting University and/or project/program resources.
    Proven interpersonal skills with a strong service orientation.
    Effective organization processes, critical evaluation, and critical thinking skills with attention to detail.
    Proven ability to develop processes or systems to track, maintain and analyze diverse and complex data and records.
    Ability to independently gather required information to organize and perform financial analysis assignments.

    Proven ability to effectively present complex financial information and other data through applicable methods in a clear and concise manner.

    Proven ability using spreadsheet and database software for complex financial analysis, fiscal management, and financial reports. Ability to quickly gain proficiency using new systems and software.
    Ability to function as a member of a team.
    Proven ability to work with a high degree of accuracy including management of large data sets.

    PREFERRED QUALIFICATIONS
    Master's Degree in related area.
    Experience and knowledge of fund accounting in higher education.
    Experience in K12 and higher education.
