Job Summary:


The Assistant Manager of Code Enforcement is designated an "essential employee," meaning an employee who provides services that are critical functions required to maintain order, peace, safety, and the well-being of citizens and visitors to The City of Frederick in the event of a critical incident.

In the event of an emergency, employees designated as essential to perform required operations and services in the applicable situation are required to remain at and/or report to work as directed.


Essential Duties and Responsibilities:


  • Assists in management and operational functions within department.
  • Assists Manager of Code Enforcement with the implementation of goals (both shortterm and longrange), objectives, policies, procedures and work standards for the Department.
  • Assists with the enforcement of municipal codes, laws and development regulations administered by the City.
  • Develops systems, controls and maintains records that provide for the proper evaluation, control and documentation of assigned activities.
  • Assists the Manager of Code Enforcement with reviewing codes and ordinances enforced by various City departments and recommends changes and updates, as needed.
  • Assists the Manager of Code Enforcement with supervision of Vacant Property Program.
  • Assists the Manager of Code Enforcement with supervision of Rental Licensing Program.
  • Prioritizes and allocates available division resources; reviews and evaluates program and service delivery, and makes recommendations to Division Manager for improvement and ensures maximum effective services to the public.
  • Supervises department professional and clerical staff, providing for the selection, training, daily supervision, professional development and work evaluation of subordinate staff, and makes recommendations on hiring, termination, promotion and discipline, as required.
  • Directs and monitors daily operations to ensure that compliance with policies and procedures, to advance department, goals and objectives, and to oversee the effective and efficient completion of job assignments by department staff.
  • Performs complex administrative duties requiring attention to detail and analysis.
  • Assists the Manager of Code Enforcement with comprehensive evaluations of citywide code enforcement issues and recommends corrective actions.
  • Investigates violation of laws and ordinances brought to the attention of the Department by citizens, merchants, city officials, law enforcement, local and state regulatory officials and others for compliance with city codes, ordinances and regulations.
  • Performs field inspections of buildings, properties and businesses for compliance with applicable codes, ordinances and regulations.
  • Testifies in court and assists with the preparation of documentation concerning legal actions and code violations.
  • Acts as a working manager responsible for investigations and enforcement efforts.
  • Prepares and maintains inspection reports, other documentation and/or computer records, as needed, which identify findings, violations, corrective actions and penalties relating to code enforcement and inspection activities.
  • Prepares and issues notices of violation, stop work orders and municipal infractions and search warrants.
  • Answers questions and provides technical and professional information to concerned citizens regarding code enforcement matters.
  • Meets with citizens, merchants, management companies, landlords, tenants and others to advise and discuss code enforcement issues and to respond to questions relating to regulations and enforcement; works to resolve issues and concerns and identifies reasonable solutions for compliance.
  • Supervises and coordinates abatements of violations with other City departments and/or privately contracted companies.
  • Operates a motor vehicle observing legal and defensive driving practices.
  • Performs other duties as assigned.

Required Qualifications:


QUALIFICATIONS:

REQUIRED EDUCATION AND/OR EXPERIENCE:


  • Graduation from an accredited high school, vocational school, college course work, or equivalent. (2year degree preferred).
  • Current ICC certification as Property Maintenance & Housing Inspector.
  • Five (5) years of experience in the enforcement of municipal ordinances, codes and regulations, criminal and/or civil laws within a municipality (supervisory experience is preferred).

REQUIRED CERTIFICATES AND/OR LICENSES:
